"The Executioner"

Not much is known about him except that he is an urban legend. Or is he? It is said that he scowls the territories of the Empire looking for heretics and criminals to deal justice upon them. Except he never turns his victims into the police like a good little superhero should. He executes them by either beheading, drawn and quartered, and other gory gruesome ways. He is considered by some to be the Keeper of Realms, a deity known long before the creation of man when angels and demons roamed earth. Another version is that he is a fallen angel doomed to walk among mortals until Judgement Day. Most however think of him as a common serial killer, however many wonder how he could kill so many in such little time. The first case of "The Executioner" was in 1629 in the slums of Rofinta. A woman had been found beheaded and dismembered. Her body was put into the shape of a cross. Imperial Investigators along with Church Investigators concluded that a satanic ritual was done and the woman was the sacrifice to Satan. Thirteen Satanists suspected of the murder were rounded up and executed. The next case of "The Executioner" did not happen again until 1829 when a suspected Satanist and Pagan village outside of New Rome was massacred and the village itself was burnt to the ground. Once again the bodies that were found were beheaded and situated into a cross. As of 6/12/14 "The Executioner" is suspected to be responsible for the deaths of 3,312 people. The Church has a price on his head. Now you must be wondering how he would be considered a super hero to Artite. One thing everyone can agree on is that he is judge, jury and executioner for those he sees fit to be judged by him. The Catholics say that he is an angel from heaven, the Satanists claim him to be a normal blood crazed human being. One thing for sure is he holds the record for most people killed.

"The Black Death"

Considered by state records to be a vigilante who acts as a doctor, The Black Death wanders the streets of Atlantica in the dark hour (the dark hour is between 12pm and 1pm) When only the citadels light is lit across the nation. The man is wanted by the state with such a high reward for capture that the person who finds this man, would become a hero in their own right. The easterly records of the man was in 1900 after the death of The President of Blitzen, (which ended up in the war between the Order and Blitzen,)It is believed that the man killed the president of the dead nation as he was seen leaving the palace shortly after his death. All of his victims die in a surgery like murder, organs commonly missing or belonging to other people who have been his victims, oddly he only targets those he have committed crimes against the state, this fact has led to the rummer he is paid by the state to do his "work." This is the only real tie to him been a hero. All is certain that he is the most wanted man in Atlantica.
