The United Kingdoms of Apepistan is happy to announce that we already made legislations about compulsory recycled paper use. We encourage all nations to do the same, we approve this motion.

New Rhodinia is also currently researching a new prospective venture: holographic books. It is simply a conceptual topic among our scientists, but it's a very distinct possibility and we would love to have it become open source to WEPA members in the future if requested.

OOC: It was an on-site national issue, where you have to select between subsidizing paper industry, recycling, digital or anti-tech solutions. I chose recycling both times.

Can't beat the quality of a good hardcover book. Besides, the digital world isn't 100% secure anyway.

Who cares about security? Glasnost all the way! Also, if there's no paper, there's not even a need to recycle. Less trees being killed, too.

Not everything can be put online. There are still needs for paper. While those needs are present, I propose that the WEPA regulates all paper products being made out of post-consumer recycled material, or perhaps any recycled material.

What I suggest is that we hold a joint funding program to find ways to produce synthetic paper, no need for that tree and recycling use.

In the United Kingdoms of Apepistan, we did not completely outrule normal paper production. We simply put extra taxes on normal paper, and that money was used to make recycling even more efficient, and to make recycled paper with better quality, cheaper. Also, normal paper is made mostly from recycled waste wood too.

The overall tendency shows that the people are steadily turning over to recycled paper.

Recycled material also has a higher cost than regular paper at times.

That is why the extra tax on regular paper is use to make recycled paper cheaper for people to buy and use.

Seeing as the overwhelming environmental effects are positive, we feel that we should vote on a tax increase on standard paper, that uses less than 20% of recycled material.

(WEPA) WA Environmental Protection Alliance - Page 4 New_bi12

Above are shown the positive effects. Below, the average cost of paper:

(WEPA) WA Environmental Protection Alliance - Page 4 New_bi13

So the proposal states:

"All WEPA Nations will endure a 50% tax increase on the cost of regular or "Virgin" paper, which is considered to be any paper produced with 20% or under of recycled material."

This Proposal is open for debate for 3 days.

I would like to vote in favor.

We would also like to emphasize the importance of clean coal technology for countries using coal as a primary energy source, with the method of carbon capture and sequestration, for our clean-coal technology factories, should any of us have one.

We appreciate your support and while you aren't a member of the council yet, your opinion is highly valued! Seeing as your nation specializes in Advanced Science and Technology research and clearly holds an interest in the Environment, we'd like to promote your nation to hold an "Environmental Specialist" position, where your input will weigh heavier among the other members of WEPA.

Ebsotz is in dear favor.

Incase we are on the same topic, automobile industry in Ebsotz has been increasing rapidly. Don't be alarmed. All of our assembling machines are either electric, solar (the most common), and on rare occasions biofuel. By the way, Ebsotz is also known as the Solar-Powered Capital of the World. We use the most solar power of any other nation.

Paper is very rarely used in Xolox. A tax on it would not accomplish much for us. However, we will vote in favor to help combat the problem in other nations.
