(Passed) WA Moon Commission Act
WA MOON COMMISSION ACT
Authored by the Empire of Great Eurussia
Member of the WA Democratic Socialist Party
With the recent dismissal of the Green Lunar Act due to technicalities, and seeing that it contained provision that are extremely beneficial for all mankind, we seek the support and aid of all the Member States of Parliament to work together in crafting an international law with the aim of promoting and preserving the NEUTRALITY OF THE MOON, being the sole and only natural satellite of our planet, Earth, and ensure that its exploration are beneficial to us all.
But for such aims to be achieved, we seek the understanding of our good and hardworking Speaker not to call for a debate nor vote just yet over this proposal and wait for the author, Eurussia, to submit the proposal in the voting floor, until such time that we are satisfied with the contents and provisions of this proposal in all accordance to the benefit of all nations of our world, all mankind and with our WA Constitution.
Initially, we adopt the following provisions, inherited from previous proposals and even used the provisions of the real life Moon Treaty about the Moon:

Section 1
This Act declares that the Moon, the natural satellite of the Earth, shall be the property of all nations of the world, entrusted to the WA Government, to prevent it to become a source of any international conflict. And shall ensure that the Moon is not being utilized for any military purposes, it's environment prevented from being altered, it's open for research purposes for all nation states, it's sovereignty is not claimed by any single state, and shall never utilized for any purpose without any explicit benefit to all states and all peoples of the world.
Section 2
For the effective implementation of the provisions of this international law, the WA Moon Commission shall be established as the sole international organization of the WA Government authorized to implement the provisions of this Act, which shall be de facto headed by the Secretary General from Eurussia, based in the City of Saint Petersburg, Eurussia, for the time being, at the headquarters of the WA Space Defense Agency.
Section 3
At the effectivity of this international law, all existing facilities on the Moon, shall remain as properties of the sovereign state/s operating the said facilities and must be duly registered to the WA Moon Commission to maintain their ownership, otherwise, such facilities are deemed property of all nations of the world entrusted to the WA Government through the WA Moon Commission, as prescribed in Section 1 and 2 of this Act.
Section 4
At the effectivity of this international law, all activities involving the Moon, sanctioned by any political entity or international organization, shall have the consent and approval of the WA Moon Commission, which shall review if such activities are in accordance with all the provisions of this international law and benefits all mankind.
Section 5
If any provision of this international law shall be declared invalid by the Court of Justice, such shall not affect other provisions of this Act. And if any dispute arises from any provisions of this Act shall be resolved peacefully through the World Alliance Court of Justice.

Official Debate
The first official debate term has begun, with an expiration at 00:00 GMT on May 19, 2014.
Parliament members are discouraged to voice their final vote during a debate term. The voting period will begin at 00:00 GMT on May 19, 2014 and will last three days.
A debate term may be renewed twice by one of two options: three parliament member requests along with approval from the Speaker or seven parliament member requests with approval from the President.
The Speaker reserves the right to dismiss any proposal deemed "not interesting" by the parliament by asking the parliament for a dismissal. This period may last 24 hours and if no parliament member objects, the proposal may be removed from the floor.

The Kingdom of New Tarajan commends the intention of neutralize the Moon from any possible future political or military conflict.
However, at the same time, it is our duty to points out every concerns we may have on the text of the law as it actually is, in order to see these concerns to be duly addressed before deciding on its approval.
1) Section 1 states that it's environment prevented from being altered. We ask to the author to clarify exactly this provision, since, we believe, alterations of the lunar environment could be consequences of any kind of activity.
2) Section 2, regarding the WA Moon Commission, states that which shall be de facto headed by the Secretary General from Eurussia, based in the City of Saint Petersburg, Eurussia.
We believe this to be unnecessary: indeed, in the World Alliance there are countries much more advanced in lunar operations (such as Antanares) or simply in the space (such as New Tarajan itself). Thus, to have by law that the WA Commission shall be headed by Eurussia is unuseful and unnecessary, while we believe the WA Commission shall be headed by the country with much more expertise in the field, eventually elected by the Parliament or the Council, thus having also its headquarters in the said country.
Also, we wish to see this concern addressed in order not to see our Secretary General too burdened, due to the importance of such a role.
We will wait for these concerns to be addressed.

Thanks. Eurussia adopted this provision from the real life Moon Treaty in which in our belief would prevent any kind of possible explosion or experimentation on the surface of the moon, which in a sense is alteration of its environment. On the regards, the provision doesn't want any unintended consequences of any activities on the surface of the Moon.

Eurussia believes that it is much more unncesary to choose a location just because that country is advanced on this field or not, that is very discriminatory to other non-space nations. Besides, the Moon Commission is not a large organization, it is just a registry body which could simply share with the headquarters of the WA Space Defense Agency, which works on space matters too. It is also for practicality reasons and neutrality of the location that suits Saint Petersburg, particularly the building of the WA Space Defense Agency itself.
On the issue of having Eurussia as the Secretary General, is a de facto in nature, as all organizations here in the WA are lead by those who proposed them. We see no problem with that as how Eurussia has neutrally welcomed and engaged nations on international matters. Besides, the Moon Commission is simply acting as a registry of activities on the Moon, which is simply based on the proposed law itself. So we don't see any burden at all.

I know the real Moon Treaty, and I can say it's highly unprecise. For this reason, I asked for this particular clarification, which could be useful for any country which hopes to extend its own activities on the Moon.
Eurussia believes that it is much more unncesary to choose a location just because that country is advanced on this field or not, that is very discriminatory to other non-space nations. Besides, the Moon Commission is not a large organization, it is just a registry body which could simply share with the headquarters of the WA Space Defense Agency, which works on space matters too. It is also for practicality reasons and neutrality of the location that suits Saint Petersburg, particularly the building of the WA Space Defense Agency itself.

Any way, we would also like to see a more clear definition of all the powers of the Commission in the law.

The phrase itself is self-explanatory. If you wish to detail it. You are free to propose it.

We even took the pains to convert the deep words from the real life MOON TREATY just to craft this simple law. Thank you.
