Section 6) All account holders (nations) at the WA Forums have the privilege to invoke this Act as necessary as it is needed. And shall be acted and weighed upon by any applicable authority available.

Following the conversation with Scouting, we would like to jointly initiate a Security Counci enacted law providing guidelines on the conduct within the WA Forums.
Section 1) The official off-site forum of the World Alliance shall be the existing World Alliance Forums.
Section 2) Freedom of speech is recognized throughout the WA Forums provided that its exercise is regulated by existing rules or existing policies per subsequent WA Sub-Forums or per WA thread. All account holders (nations) are expect to maintain a minimum standard of behavior.
Section 3) Any posts or any thread at the WA Forums containing any of the following shall be prohibited:
illegal
spam
defamatory
obscene
threatening
malicious
griefing
Section 4) The following are the applicable punishments or consequences for any blatant violation of any of the prohibition prescribed on Section 3. On the other hand, any executive or judicial action of the Security Council beyond the scope of this Act shall remain superior.

Third Offense - 3 Day Forum Ban
Fourth Offense - 7 Day Forum Ban
Fifth Offense - Permanent Forum Ban

Section 6) All account holders (nations) at the WA Forums have the privilege to invoke this Act as necessary as it is needed. And shall be acted and weighed upon by any applicable authority available.
Section 7) All account holders (nations) subjected to the provisions of Section 4 may opt for an appeal within one day after the implementation of the punishment/s. Initially, an appeal shall be filed to the Vice Presidency whose decision, if favorable to the concerned account holder (nation) shall have the consent of the Presidency. Otherwise, if the decision of the Vice Presidency is not in favor of the account holder (nation), that decision is final.
Section 8) But as a means of last resort for the account holder (nation) accorded with the particular punishment, in connection to Section 7, it may opt for a last attempt to reverse the decision of the Vice Presidency by seeking an endorsement to overturn the punishment decision of the Vice Presidency from an existing member of the Security Council which shall then be subjected to the approval of the Security Council. Whatever the outcome shall be final and immediately executory.
NOTE: This initial draft is just the outcome of discussions between Scouting and Eurussia, including the adoption of reasonable and applicable NS Rules as initial basis. All sorts of opinion and revisions are very much welcome.

This amendment is to revamp and refurbish our region with the purpose of creating a more stable environment.

Anything that crosses lines that official Moderators or Administrators impose.
Flaming.
Spam.
Anything advocating Illegal activities thus breaching Forumotion.com’s Terms of Service and our own.
Defamatory material. (moderators may judge upon IC and OOC material alike).
Any material that would otherwise be labeled obscene and grotesque.
Any material that could be labeled as malicious intent such as attempted account hijacking, impersonation, and etc.
Any material (or lack thereof) that has been changed dramatically and without reason due to removal, modification, and so on.
Impersonation of official RP moderators, Forum moderators, and Administrators by use of same or similar name, posts in which instruct users to do something, and the use of the official

The following are the applicable punishments that do not add up to anything unless record, intensity of the violation, and moderator judgment deem otherwise. It’s all on a case-by-case basis.

The following are the applicable punishments that do not add up to anything unless record, intensity of the violation, and moderator judgment deem otherwise. It’s all on a case-by-case basis.
Unofficial Warning; (A standard “knock I off” given whilst taking into account the event should the same occur again. Stays on permanent record.)
Official Warning; ( An official “red text” warning detailing your offense. Stays on permanent record.)
Forum Ban; (An official “forum ban” detailing your offense and should the account holder disobey a ban, their account be deactivated. Stays on permanent record.)
Account Deactivation; (Depending on moderator judgment, an account deactivation may be in order if the record, and intensity of the offense are sufficient. User may come back on another account unless additional ban is placed. Stays on permanent record.)
Deactivation on Sight; (Depending on a correlation of moderator judgments, they may decide to declare a nefarious user Deactivation on Sight. This user has made it known that they cannot follow the forum rules and will not modify behavior to better suit the positive atmosphere of this forum. Stays on permanent record.
Role-play moderators, forum moderators, and administrators must have the ability to apply any punishment regarding rule-breakage in the sub-forums they are contained within.

All potential offenses will be judged on a case-by-case basis and similar offenses may be judged differently based on user record and moderator judgment.
Create a dedicated sub-forum for the compilation of reports while moderators and administrators maintain an official thread within it for the purpose of record keeping only and may not be editable to anyone other then a moderator or administrator. Thus the record keeping thread will be locked.
The sub-forum will be named (Moderation) and will house only [Reports], [Discussions], and [Inquiries], and anything else allowed by a moderator.
Users filing a report must label with the [Report] tag as to avoid overlooking.
A report being filed must contain either a link or quote of the questionable item.
In a [Report] thread, to avoid confusion, only moderators, the reporter, and the reportee may post.
Anyone other may be Warned for spamming moderation.
Section 6) All account holders (nations) at the WA Forums have the privilege to invoke this Act as necessary as it is needed.As in, reporting a potential offense in the Moderation sub-forum. And shall be acted and weighed upon by any applicable authority available.
Section 7) All account holders (nations) subjected to the provisions of Section 4 may opt for an appeal within one month after the implementation of the punishment/s. Initially, an appeal shall be filed to the Vice Presidency whose decision, if favorable to the concerned account holder (nation) shall have the consent of the Presidency. Otherwise, if the decision of the Vice Presidency is not in favor of the account holder (nation), that decision is final. An account holder (nation) may appeal to either the moderators and administrators of the forum, or the SC. Regardless of the situation, either group may intervene if necessary.
Section 8) But as a means of last resort for the account holder (nation) accorded with the particular punishment, in connection to Section 7, it may opt for a last attempt to reverse the decision of the Vice Presidency by seeking an endorsement to overturn the punishment decision of the Vice Presidency from an existing member of the Security Council which shall then be subjected to the approval of the Security Council. Whatever the outcome shall be final and immediately executory.
Section 9) Moderators of the WA forum will be chosen among those that are deemed well mannered, respectable, and rule abiding.
Administrators of the forum will be chosen solely by current ownership (i.e Great Eurussia) to assist with forum functions and stability.
