(OPNC) Oil Producing Nations Comittee

OPNC
The purpose of the group is to properly supply adequate oil to countries that demand it,and to protect oil resources across the globe.Elections for lead nations happens every 2 months.The lead nation has the power to veto any bills enacted during his time as leader, but he needs support of 50% of Member states.In order to veto a bill that was enacted not during his leadership,they need to have support of at least 70% of member states.Observer status is granted to nations that produce oil but don't export.
The HQ Is in the capital of Dromoda
The lead nation is Texania.

Nations in the Oil Producing Nations Committee hereby agree to never vote for themselves when the Election for Lead Nation comes around.
Part 2:
Nations agree to never use puppets to vote in any election, or on any bill, in order to keep the voting process non-corrupt.

Eurussian Membership

Eurussia is interested to join the organization. However, we produce oil but we do not export. We will provide the necessary details later on.
OOC: Please provide its GHQ picture and location. Also I suggest we rename the organization to sound near to the real world OPEC which is an oil cartel. May be we could use (OPECC) Oil Producing and Exporting Countries Council o (OPECO) where the word council will just be replaced with "Organization." Just a suggestion TX :-)

This bill needs the approval of at least half of the member and observer nations to be approved.
It also needs to be approved by the lead nation, Dromoda. If Dromoda rejects the bill, The observer and member nations will need at least 75% approval to override his veto.

And can you reduce that to something to just a smidge lower?I would say that 650 billion is ok.
