To achieve the integration and cohesion among the nations of this great and prosperous region, up to now, we have focused on security, which has become our primary goal.And that our focus on safety has produced the WAPF, the WASDA, the WAHO and the WAAF, steps necessary for regional integration.
But how to achieve this integration, if the regional government is not thinking about the people, not trying to improve their lives?
Try to help countries in difficulty, the most disadvantaged social classes must be the first objective of the region.
And, to begin with, we decided to create the RESA (or Regional Economic and Social Agency, or, with the long name, Regional Agency for Social Policies and Economic Policies).
This agency will govern a wide range of funds and manage a whole range of policies (at regional level) that relate to the economy (the real one, not the financial one), and the field of social policy and employment.
The funds will finance the various nations, if they so request.
Hand in hand, through regional laws, funds and policies will be removed, added or enhanced.
The agency will depend on the Security Council.
Section 1, Governance and Structure
Article 1,The Secretary-GeneralThe Secretary-General is the head of the organization. This is in front of the Security Council and in front of third parties. Presides over the meetings of the Defense Council, cares for the resolutions and orders of the day, and is elected by the members of the Board on a monthly basis. Only one member of the board can become Secretary.
Article 2,The General Assembly
The General Assembly is the organ legislative and administrative of the organization. It is responsible for its management and its coordination. The Assembly manages the funds and policies, and evaluates funding requests.. The Assembly also elects the Secretary General and shall meet once a month, save in exceptional cases. The organ is formed by various representatives of the member countries, and legislates the form of resolutions. A resolution can be supported by a member of the Assembly, the Secretary and a member of the third party for as long as it is supported by at least one member.
Article 3,The Territorial Sections
The Territorial Sections are located in the capitals of the various member nations. These are the points of contact between the organization and the governments of various nations.
Article 4, Administrative Sections
In these various section will be allocated various funds and various policies.
The first section will be the "Central Section", which will be located in the three main funds of the organization (of which more later).
The other sections will be: "Social Section", "Section for Working", the "Commercial Section", "Section for Economic Development", the "Section for Economic Expansion."
Additional sections will be added later.
Funds and regional policies
For the time being there will only be three funds, the major producers, located in the "Central Section".Additional funds and policies will be added later through regional laws of the Security Council.
Article 1, Regional Social Fund
The RSF supports the action of Member States in the following areas:
1) the adaptability of workers and enterprises: lifelong learning systems, development and dissemination of innovative models of work organization;
2) access to the labor market for those who are looking for a job, for people unemployed, women and migrants;
3) social inclusion of disadvantaged people and combating discrimination in the labor market;
4) development of human capital through the reform of education systems and the networking of educational institutions.

The Assembly will consider whether or not to grant funding, and in what quantity.
Obviously, the projects to be financed must be consistent with the objectives of the fund.
Article 2,Regional Fund for Local Development
The RFLD (Regional Fund for Local Development) AIMS to strengthen economic and Social Cohesion of the region by correcting imbalances between its regions. In short, the RFLD finances:
1) direct aid to investments in companies (in Particular SMEs) to create sustainable jobs;
2) Notably infrastructures linked to research and innovation, telecommunications, environment, energy and transport;
3) financial instruments (venture capital funds, local development funds, etc. ..) To support regional and local development and to foster cooperation between towns and regions;
4) technical assistance measures.
Will have access to funding and member nations of the organization, both third nations.
The Assembly will consider whether or not to grant funding, and in what quantity.
Obviously, the projects to be financed must be consistent with the objectives of the fund.
Article 3,Regional Cohesion Fund
The Cohesion Fund finances activities under the following areas:
1) trans-Regional networks, notably priority projects of Regional interest as identified by the Region;
2) protection of the environment. In this field, the Cohesion Fund can also support projects related to energy or transport, as long as they clearly present a benefit to the environment: energy efficiency, use of renewable energy, developing rail transport, supporting intermodality, strengthening public transport etc.

The Assembly will consider whether or not to grant funding, and in what quantity.
Obviously, the projects to be financed must be consistent with the objectives of the fund.

Eurussia is not convinced on the functionality of the proposed RESA since its policies will directly interfere with the sovereign decisions of government when it comes to social welfare initiatives and as well as economic policies. Furthermore, if this proposed RESA will act as a financing institution to promote develoment, it will have the same functions to the currently existing World Development Bank.

The RESA does not affect the policies of sovereign states, but strengthens them, providing aid and assistance in more.
The RESA is an organ of support and expansion of social and economic policies of the various states.
This organization is voluntary membership, and states are free to choose whether to apply for aid or not, or whether to follow the policies of the RESA or not.
The RESA is not a financial institution, as it does not provide loans, but, for the most part, free grants, it also has specific funds for specific activities, and soon will be a promoter of real regional policies.
The organization will be expanded step by step, gradually with laws that will establish new policies and funds.

With this clarification, we move to host this organization in Saint Petersburg, Eurussia and be officially named as World Alliance Economic Development Agency. If these will be considered, we will in turn consider our position and vote on the matter.

Given the level of safety from crime in Eurussia being far below the world average and Europa's level, we strongly suggest all nations vote against the bill if the organization is based in Eurussia.

We would like to remind this good nation that we are hosting several international organizations and security to these offices are well maintained regardless of the crime rate since it is paramount duty by a hosting state.

Marquette's vote is against this bill. We believe that it is not the place of International Law to reform sovereign nations' education systems, and many of the points listed in the bill infringe on our nations' sovereign rights to make laws for itself.
We also vote against the bill because we believe Eurussia would be the wrong choice for the organization being hosted in Eurussia.

I think the proponent has the answer over these allegations over these explanations to our inquiries about the proposal.

Aloia votes against this bill. We're very proud of our education system and any bill that challenges our ability to decide how to educate our children is completely opposed by Aloia.
