(Dismissed) Regional Census Act II
PREAMBLE
Aware that many large regions in the Nation States Universe have their activity concentrated among only a few nations in their region and the world alliance having 195 natons, the 51st most in the world could suffer the same fate. Therefore with the view of bringing forth active and equal participation among all nations present in the region The United Kingdoms of Zackalantis (UKZ) of the World Alliance Royalist Party (WARP) proposes the following.
Article 1
1. The Appointment of a Census General (CG) for the region.
Article 2
1. Hereby stipulates the qualifications of a nation to hold he post of CG
a) The Nation must have a minimum of 100 posts on the regional forum and 75 posts on the NS Forum.
Article 3
1. Hereby stipulates and duties of the CG
a) To Monitor activity of nations on the RMB and the Forums
b) To encourage inactive nations to get active on the RMB and regional forums
c) To inform the secetary general regarding nations that have ceased to exists or have left the region andwho are still present on the regional map
d) To aid the the secreatry general in posting map updates
e) To send recruitment Telegrams to new nations or re-established nations on NS
f) To present before the region a Regional Census Report every three months which must contain
i) The number of nations that joined and left the world alliance and those that ceased to exists (to determine the growth % of the region)
ii) An approximate of the number of active or dormant nations in the WA
iii) The number of nations on the regional forums
Article 4
1. Hereby stipulates procedure for appointment of the CG
a) Nations (part of council or not) interested in applying for the post of CG to state their intention before the council. Dealdlines for this to be determined by the President.
b) Appointment then to take place by a simple majority vote.
c) In the case of a split vote both nations can be offered to be joint CG, if tey deny then re-voting is t take place
d) In the event that no nation shows interest in candidacy. Anyone one of three judges of the WA Court of Justice will become the CG, The president will then chose between the three judges.
e) In the event that the three judges refuse to take up the post as CG, The President will be appointed as CG.

Official Debate
The first official debate term has begun, with an expiration at 00:00 GMT on June 9, 2014.
Votes cast during a debate term will not be counted. The voting period will begin at 00:00 GMT on June 9, 2014 and will last three days.
A debate term may be renewed twice by one of two options: three parliament member requests along with approval from the Speaker or seven parliament member requests with approval from the President.
The Speaker reserves the right to dismiss any proposal deemed "not interesting" by the parliament by asking the parliament for a dismissal. This period may last 24 hours and if no parliament member objects, the proposal may be removed from the floor.

Some people want to be left alone. We can't eject them for not wanting to participate. That is stupid and will discourage people from coming to our region.

Eurussia and Dromoda post help each other out to post the map update three people would just make it hard.
You cant tell a nation to post on the forums, because some are just on NS to answer their daily issues.
And plus the council really only covers getting the WAAF involved in villent matters so it would have to be the Parliament to appoint a CG.

i'm sorry i do not remember adding anywhere that a nation will be ejected from the region becuase of their non-activity. If i have put that in the above proposal please point it out to me and i shall delete it immedeatley.

When the Regional Census Act was initially proposed to Parliament, Arveyres cleared some questions other nations had regarding the same concerns you are raising.

If we already have a regional recruiter and if EU and Dromoda already help in getting the map updated. I can remove those from the list of duties of the CG.
This position is truly necessary. This position will deal with the problem of inactive nations on in this region. Having one nation dedicated to the cause of inactive nations can boost this regions activity.Ireland wrote:I also see the posisiotn of Census General highly unnecessary

Voting Session
The first debate term has expired without a petition to renew and the voting session will now begin. The voting session will last three days, ending at 00:00 GMT on June 12, 2014. All parliament members are encouraged to voice their final vote of agree, abstain, or against within the limited time period.

Results
This proposal did not reach the minimum amount of votes within the time period. Six votes were submitted out of the eight (as of now) required for a proposal to be passed/rejected. The "Regional Census Act II" has been dismissed for insufficient votes.
The Speaker declares this proposal as "Dismissed".
