Murman Duel State Conference
Missive from Panualas City, Panualas.
This is a conference to recognize the sovereignty of the 2 new states within the Murman Pernisular. The Republic of Democratic Murman and The New State of Murman have been born out of a bloody and unjust set of curcumstances. This conference will be held with the intention of drafting out an internationaly accepted treaty that will end with the recognition of both states. Panaulas cordingly invites representatives of all countries to attend.
1st Draft
Article 1:
All nations signed formely accept the sovereignty and legitimacy of The Republic of Democratic Murman and The New State of Murman.
Article 2:
All nations hereby acknowledge the land claims by both nations.
Red is TNSM and Orange is TRDM
Article 3:
Panaulan and Texanian troops are to remain in the region until local unrest is settled and local forces can be set up.
Artilce 4:
After local forces have been set up, it is the responsibility of both Panulas and Texania to support each nation, in military and economic ways.

New Tarajan is deeply interested in this situation, due to its roots.
First of all, we need a clarification: why the creation of two different States in the same land and with the same name?

Aloia would like to reiterate New Tarajan's statement. Why do we need two Murmans with the same name? Also, we have seen that the New State is a dictatorship. We recommend one Murman be established and this united Murman be a democracy. If this condition is not met, we will not recognize Murman's statehood and only recognize it as part of Casavarr.

May I start by welcoming both of you.
The two states come from the two different ocupation forces. They are also split into two ethnic groups within Murman, The Ukraas and Ruska. The Ruska, from Mainland Ultranationalist Russia, have settled in the area along the coast, where Texania occupied. The Ukraas are the natives in Murman, and that is why the occupy the majority of the area. The two different government tyes are for many reasons. Panulas has promoted a dictatorship due to the peoples demand. When a country has spent it's entire live in dictatorship, you must understand, change like democracy was not something that was wanted. The Ruska's that were along the coast wanted change. The arrangement was perfect for everyone. A change for democracy will make the situation in Murman even more volitile than it is now. If I may turn your attention to the current civil crisis Panaulas and Texania are dealing with. That situation is due to complex deep rooted socio-econmic unrest between the two social groups. However, your want for democracy will be slightly met, as the new Prime has promised Local and Governor elections.

Now, with these informations on our hands, we can start talking.
Firstly, since you explained the reasons behind the birth of two different States, we now have to face one major problem: without doubts, both countries will have to find a way of good neighbouring, or the situation will soon become explosive. I do not know what re the relationships between Ukraas and Ruska, however I know one thing: that if a nation-building process is not done well, than the only possible result is war.
For this reason, I believe it is not possible to strictly divide the two States (and we have also a demonstration of this statement, since part of the the Republic of Democratic Murman is practically an enclave inside the New State.
I propose an innovative solution: the creation of a Commonwealth, in few words a sort of strict Union between the two States, which will keep their own independence of course, but they will also coordinate between them, and collaborate, on all those issues of common interest.
You can take as a model the Eurussia-New Tarajan Council, together with the creation of an integrated market and a common economical policy.
The first steps toward such a goal could be aided by Texania and Panaulas, as forces in loco.
Secondly, about the worries of Aloia regarding the creation of a democracy: we cannot impose a democratic government with force.
The first thing to do, after the establishment of a provisional administration at local levels, should be to call for a referendum in both countries to decide about the form of government: during these referenda, observers of the international community, possibly under the jurisdiction of the Security Council (but also the SECURS could offer, if its members agree, a guarantee), would vigilate over the proper conduct and the results.
After this, both countries will create their own constituent assemblies, and they will proceed with the birth of true governments. Slowly, the international presence in the countries will be reduced, while their autonomy increase.
For the part regarding exclusively the international community, I think that, under such a proposal, there will be no problems in obtaining a general recognition.
About the relations between the two new States and Texania and Panaulas, they will be settled once the formation of the new governments, with respect of the International Law and the interests of all neighbouring countries. This will mean, primarily, freedom of trade and investments in both countries for all. If necessary, the international community could create a special committee dedicated to the observation of the situation in the two countries, with the possibility to advise the two governments on the more necessary reforms or actions to take.
