Well, you kinda have to. Considering you can only give seats to people who were registered in this election, so new members which you take on now, only count for the next election. You could choose not to give excess seats, and instead leave them vacant, but that would be pointless cause you wont be able to form a coalition government and would end up with 4 seats, whilst WARP and WADSP have 6 each, putting them in power. Essentially what I'm saying is, the best course of action for you would be to give the excess seats to one of the other parties and form a coalition government with them.
What's Next After Elections?
As the Secretary General, allow me to guide on the next step after the Elections.
1) CAUCUS LIST
Party leaders must submit (post here) the official Caucus List of the member states of your Party that will take up the seats your Party won on the elections. If you have more seats than your members, you have to decide whether to give that seats to other nations (probably giving it up to other Parties) or that seat will remain vacant for the rest of the entire term. If you decide to give it to other nations, technically, if that nation is a member of his own Party, that receiving Party will have an increase in seats in Parliament. So you have to be clear if your free seats will become a "coalition seat with other Party" or give it up (as some says that you are friends with other nations in other Parties, but hey, this is politics!) or just make that seat vacant to maintain the status quo or your "numbers" in Parliament which is crucial for voting numbers and electing the WA Council. Your Caucus List is crucial as once the Parliament is in "session," that is your permanent composition throughout the next three months in power!
2) SPEAKERSHIP
Well, once the Secretary General (Eurussia) opens the Session of Parliament, I will administer the election of the Speaker. And what the hell he will be doing? He will lead the entire Parliament and regularly talk to the Leaders of each Party for a smooth running in Parliament. He is also next in line to the President of the Council. Frankly, Party Leaders must talk to other Parties for compromise but if you don't want to, well then, make sure you have the most voting numbers against other Parties so that your bet within your Party could take the Speakership! He will be the one making rules for the Parliament to be organized, he will make sure if every proposals (he also creates the threads and not me anymore!) follows the three day rule and so on and so forth! But there is no reason, for now, how to remove him! So we'll just deal with it later! LOL
3) WA COUNCIL
So we have now a Speaker? Now we focus on electing the powerful executive branch! The Council! The Constitution simply says it is composed of seven nations including its President, literally the President of the World Alliance! The Council will have all the powers of the previous Security Council such as interventions, commendation, condemnation, all executive powers! They could also make themselves Minister of this and Minister of that! Secretary of this or Secretary of that! The Council's power is limitless as the Constitution simply says it can exercise all executive powers! And the Council make sure all regional (international) laws are properly enforced and observed in all OOC, RP and so on and so forth. But most importantly, the Council will remain in power for as long as the Parliament is confident with it and no parliament member state proposes a vote of no confidence which if supported by majority, the Council must be dissolved!
The problem is, how are we going to elect the seven nations in the Council and how do we choose the President? When all Parties are struggling to fight each other to control power in the region? (there's nothing wrong with this, this is politics! remember?) But if all wanted for the good of the region, we will have no problem with this. I hope so, LOL. I will leave this problem to the future SPEAKER!
4) THREE "BRANCHES" OF GOVERNMENT FILLED!
At last, if we come to this point, we were very successful in crafting a Constitution! Because we were able to perfectly establish the democratic institutions we all wanted after the Security Council and Court setup for the last eight months or so. Well, once the Court if fully filled, the Parliament is in session, and the Council is perfectly in place, the business of government can now fully function to give the World Alliance a good, better, and brighter future for all of us residents of our great region!

The IGP is the last party to submit a list before the Secretary General opens the Parliament.

Also, regarding the house speakership, we should perhaps choose one of the three of us for the position and all vote for that position. While I am interested in the Council, I am not sure if I want to take up the house speakership, so if either Aloia or the Holy Patrician States would like to run, let us know.

I would also be interested in the Council, but I would also like to run for speaker. I believe that, even though we are the smallest of the 3 parties, we do have the benefit of being a third party that has shown that we won't play favorites with the other two parties. I think they'll respect this impartiality and support our candidate for speaker, at least to some extent.

I think that we should run, but there will probably be a 13-way tie with the WASDP and WARP voting along party lines, so it'll be up to us and the independents to determine who wins. Maybe if we run, we can also change the results by having some of them vote for us

I announced my candidacy to meet the deadline, but I am not necessarily expecting to win any votes. We should all vote for Aloia as a council member, as I doubt we will be able to gain two council seats.
Edit: I just realised that we do this just like the old council, so we have seven votes each.
I suggest that we all give two votes to Aloia and I for sure. There seems to be a split in this party on which major party we should support. I feel more in favour of the socialists, but obviously some of us are more in favour of the royalists. Instead of simply picking one party to send our council votes towards, we should identify which individual candidates are likely to support our policies, regardless of party affiliation, as the Council members will be more influential, thus more capable of guiding their party's policies in line with us.

Congratulations my fellow Greens on this occasion of being elected into three of the seven Parliamentary Council seats. I would also like to point out that all Greens that were available to be elected into the council were. Let's hope for a prosperous remainder of our three-month term.
