Federation of Nations Meeting
PREAMBLE
The United Socialist Utopia of Freedom Planita 2, The Island Republic of Trapatrical, and The Empire of Great Eurussia establish the Federation of Nations and hereby declares these following principals:
Article 1
All Federation Member States will commit to promote cooperation, collaboration and integration between them in the field of social, economic, cultural and political matters, following the codes stated in this Consitution.
In our aim in maintaining long lasting peace among our peoples, we the member states of the organization affirm our commitment to avoid as much as possible the use of force in resolving disputes in which we might get involve and rather pursue and exhaust all peaceful and diplomatic means possible to attain a pacifist resolution in our differences with other nations with the aid and helping hand of the Federation of Nations.
This goal will be promoted both with common measures by the Council.
Article 2: The Federation Council
The Federation Council is the main legislative body of the Federation which consists of all the members of the Federation.
Its main function is to constitute and debate new laws; propose and enforce military and diplomatic resolutions; approve Federation Member’s requests; and impose Federation Emergency Plans (F.E.P.)if needed.
All Federation Members must obey all laws, resolutions and Plans when ratified. Failure to do so will result in the offending member’s revaluation of Federation membership.
The Council must vote its President, who oversees and moderate its sessions, with a term, of two months, not instantly renewable, with a majority vote.
Article 3: The Secretary General:
The Secretary General is the head of the executive branch of the Federation. She/he represents the Federation, oversees (in the most important cases) the sessions of the Council, and recommend laws, resolutions or plans.
The Secretary General is assisted by two Vice-Secretaries, personally chosen by the Secretary General with the approval of the Council, who can temporarily take over when absent.
Article 4: The Supreme Court of the Federation
The Supreme Court of the Federation is the main judicial body of the FN. Its main goal is to provide consultation and arbitrage for all Federation States and the Council, and to oversee decision making by the Council.
It is composed by three judges, elected by the Council, with the approval of the President of the Council, among the Member States.
The Court could be reviewed by the Federation Council by request from a member in order to request arbitrage for disputes with another Federation Members. Its judgment is binding; however, the Council could request another opinion on the same matter between two months and six months. After this, the new judgment is definitive.
If case one of the judges is directly involved in the case presented to the Court, then the other two judges will nominate a temporary substitute among the Federation Members not directly affected by the case itself.
The Court has also the responsibility to correctly interpret this Founding Constitution in case of gaps or misunderstandings, and to make certain that this Constitution is not being violated in anyway.
Article 5: Relationships Between Member States:
To strength the ties between all Federation Members all members shall follow these laws.
All Federation Members shall have an open border policy between all members. All traffic passing through Federation territory shall not need any sort of verification at all.
Tariffs between is not allowed except economically weak nations. A Federation Member may ask the Council for approval.
All Federation Members agree any kind of attack against another Federation State as targeted against all of the Federation, including internal and external attacks, taking all the necessary measures in order to stop the threat, without, if possible, the use of armed force.
All Federation Members agree to contribute to the goal of uniting the World Alliance.
Article 6:
This Constitution will go into effect instantly after all Founding Members sign and approve this Constitution.
