Article VI ) The Council

The Council is the sole executive organ of the World Alliance composed of seven member states elected by the Parliament, from the Parliament itself, co-terminus with that Parliament subject to the confidence of that Parliament, whose member states will remain as member states of that Parliament as well. The Council can exercise any executive power at will unless otherwise prescribed by law and must be headed by the President elected by the body.

[size=45]The President cannot serve as Speaker at the same time and for successive terms.[/size]

Eurussia, as a responsible member of the WA Council, seeks the legal interpretation of the WA Court of Justice over the interpretation of Article VI of the WA Constitution with regards to the scenarios enumerated below:
1) Since the Council is elected as a whole, when a vacancy exists, can the Council allow to fill up the vacancy through those nations who joined the most recent Council election that wasn't able to gain enough votes to take a seat, which then, should fill the said vacancy?
2) Or if a vacancy exists, should the Council asks the Parliament to hold an election to fill up that vacancy? Since in anyway, the Council may be dissolved by the Parliament, at will, and eventually get re-elected anytime at the discretion of the Parliament?
Eurussia believes that the Constitution has granted the honourable tribunal the powers to interpret international laws particularly the Constitution itself. The aim of this resolution is to settle the legal hurdles to enable the important WA Council to fulfill its mandate with complete membership in accordance to the Constitution.

Per the World Alliance Constitution, the Council is elected through Parliament by members of Parliament. Thus, the vacancies in the Council are to be filled by the still active members of parliament until this election cycle has passed and the entire region votes on the parties.

No, it is not. Per Section 3, "
It is only the head of the court can speak in behalf of the entire court provided that they all agree privately but if there is none, it is up to the court who will lead in a proceedings."

No, it is not. Per Section 3, "

Yes, I've read them, and it says nowhere that they are required to state their opinion. The word "may" is used throughout. "May" doesn't mean "you have to." The other judges can post if or when they want to. Thank you.
