LEGISLATIVE VOTING ACT

It is well known that several important and good proposals have been forced to be dismissed despite of little opposition and many Member States of Parliament supporting and voting in favor of such proposals due to he inactivity of some Member State of Parliament. Hence, to over come such hurdle and promote efficiency to the world's most important legislative institution, Eurussia, as a responsible member of the international community of nations, do hereby propose this law:

Section 1
This Act recognizes that the WA Constitution makes the WA Parliament composed of 20 Member States elected every three months through political party system.
Section 2
[size=46]This Act hereby allows a simple quorum of 10 participating Member States voting in a particular proposal being deliberated at the WA Parliament to officially adopt and acknowledge the result of such votes.[/size]
Section 3
This Act hereby allows, after achieving a simple quorum, as prescribed in Section 2 of this Act, the passage of a proposal into an international law, if it is approved by more than five votes and more than all the votes going against the proposed international law.
Section 4
This Act shall not be interpreted as going against the WA Constitution, which shall remain paramount above all international laws, and shall only be treated as a reform policy for the efficiency of the WA Parliament.
Section 5
This Act shall not be interpreted in anyway as allowing the passage of internationa laws that are inconsistent and violative of the spirit and provisions of the World Alliance Constitution. And in fact shall be promoting the ideals and principles of the WA Government.

(Dismissed) Legisative Voting Act Empty Official Debate & Info

The first official debate term has begun, with an expiration at 00:00 GMT on June 25, 2014. Votes cast during a debate term will not be counted. The voting period will begin at 00:00 GMT on June 25, 2014 and will end on June 28, 2014, at 00:00 GMT.

A debate term may be renewed twice by one of two options: three parliament member requests along with approval from the Speaker or seven parliament member requests with approval from the President.

The Speaker reserves the right to dismiss any proposal deemed "not interesting" by the parliament by asking the parliament for a dismissal. This period may last 24 hours and if no parliament member objects, the proposal may be removed from the floor.

Why can we not have a simple majority of all the member nations that voted to pass a proposal. We have noted that many member nations of parliament are not active and seem to have forgotten the importance of the posts they hold and never place their vote or participate in debate.

The CoJ said that was a no-no.

That would make more sense, I agree, but the Constitution doesn't have it enshrined that way. If you want to change it, you'll have to pass a constitutional amendment.

The Speaker declares this proposal in its current form as "Dismissed" for violation of the current WA Constitution. The nature of this proposal requires a constitutional amendment in order to legally go into law.

The author is free to bring this proposal up for a constitutional convention, as described in Article IX of the current constitution.

Oh I forgot about this case! So we really have no choice but to enact this kind of alternative voting system via a constitutional convention. In anyway, Eurussia can't initiate such in the name of neutrality as it holds the Secreriat. In anyway, we have received a petition about this matter and we will work on it. Stay tuned!
