In the event of future catastrophic events in the Region of the World Alliance, this proposal aims to clean up the process of Leadership and Powers, which had become our downfall in the previous event.
Article 1: Leadership:
- The Founder and WA President hold ultimate Leadership over the Region in a state of Emergency.
- In the absence of The Founder, the WA President shall take the role of ultimate Leadership, and in his absence the WA Delegate shall take hold.
- If All 3 of these are absent, available members of the Security Council will hold an Emergency meeting, in which they shall promptly elect a momentary Leader, for as long as the absence of the Leaders above him/her (Founder, President, Delegate).
- Absence of Leadership shall be determined from a 4-6 hour hiatus in which the nation fails to respond to any means of communication or activity.
Article 2: Powers:
- The Founder holds the power, in a state of absolute emergency, to banject unruly/uncooperative nations, this also translates unto nations who will not accept the terms of Martial Law, if it is implemented.
- In a state of emergency where immediate action is not a top priority, warning shall be given to violating Nations and the members of the Security Council available will hold a vote to take action against the region. The judgment shall be done through majority vote.
- If Martial Law is declared, and the Founder will be in absence, administrative powers are to be given to the WA Delegate, so that the region may be kept from invasion, spread of plagues, or so forth in the absence of the Founder.
- If Martial Law is declared, and the threat is not time-related, the Security Council shall have an emergency meeting and vote for the giving of powers to the WA Delegate. This judgment shall be passed through majority vote.
These are to only take effect in Emergency situations, in which the Regions, or its Nations are in jeopardy. (I.E. Zombie Apocalypse).

Re: (Dismissed) WA Emergency Act
I vote No for now, we need to have a structured idea of when an emergency requires the transfer of power into two people I will vote yes when we come up with that

Eurussia hold its vote on the proposal since we are not fully convinced.
We call on its proponent to amend its contents specifiying which authority shall have the power to declare or announce an emergency situation which shall constitute the effectivity of the provisions of this proposal, if ever passed.
