Yes, definitely. Unless they change it before the voting ends, it will still be counted.

Yeah, I see that now. I was just already irritated at the prevalence of nations changing their votes at the behest of another, without any arguments being provided by either side. It just makes the Council's glaring incompetence more and more obvious.
