"Section 6 - Judicial Authority

If a nation state files a complaint against another nation state, both parties shall agree to the arbitration before the complaint be heard as an international case otherwise the complaint shall not be elevated into an international case and be deemed unsuccessful. However, if the complainant nation state asks the WASC to bring the refusing nation state into compulsory arbitration, the WASC shall hold a vote to elevate the complaint into an international case which shall be based on facts beyond reasonable doubt. Thereafter, the case shall proceed and both parties can then subjected to the arbitration."

As the facts of this case have already been laid out in the original filing, I ask that all WASC voting members please review the original case before proceeding with your vote.

Furthermore in the interest of a fair vote, I am declaring a conflict of interest notice against these WASC members: Scouting, Great Eurussia, Articmainia, Serenarea, Zanland, North Korreaa, and the Republic of Chivalry. As all members states are directly involved with the case, or in the case of Great Eurussia, who picked the WASC members, I highly suggest that these members votes do NOT count in this motion.

It is up to the involved nations to vote or not since there is only a voting restriction if they are involved in a case. Either way, the concerned nations will be accountable anyway with their own votes in the SC.
