World Alliance Civil Protection Department Act

The World Alliance Civil Protection Department (WACPD) is an organization of a humanitarian voluntary, controlled by the Security Council.
We support this organization because after that the region was able to coordinate efforts in security: internal (WAPF), external (WAAF) and spatial (WASDA), it is necessary that the region be coordinated in the humanitarian field.
Section 1,Governance and Structure
Article 1,General Secretary
The Secretary-General is the head of the organization.
This is in front of the Security Council and in front of third parties.
Presides over the meetings of the Defense Council, cares for the resolutions and orders of the day, and is elected by the members of the Board on a monthly basis.
Only one member of the board can become Secretary.
Article 2,General Assembly
The General Assembly is the organ legislative and administrative of the organization.
Is responsible for its management (economic and otherwise) and its coordination.
Operational functions NOT belong to the Assembly.
The Assembly also elects the Secretary General.
The Assembly shall meet once a month, save in exceptional cases.
The organ is formed by various representatives of the member countries, and legislates the form of resolutions.
A resolution can be supported by a member of the Assembly, the Secretary and a member of the third (as long as it is supported by at least one member).
Article 3,Regional Situation Room
The Regional Situation Room is the operational arm of the organization.
Are part of the same members of the Assembly and is located in the same building.
Will meet only in exceptional cases, when the region was hit by a severe crisis (which can range from humanitarian emergencies to natural disasters).
This organ is used to coordinate the efforts of various countries and the Organisation for crisis resolution.
Article 4,Territorial Sections
The Territorial Sections are located in the capitals of the various member nations.
Are the points of contact between the organization and the governments of various nations.
In these centers are also home to the Rapid Deployment Force, and also act as a central national operational.
Article 5,Rapid Deployment Forces
Rapid Deployment Forces are the real backbone of the organization, as are the forces involved in the first line.
They depend on the General Assembly and in times of crisis are managed by the Regional Situation Room.
Are formed by all the bodies of civil protection (fire department, emergency medical service, etc..) Member countries.
They can also become a part of the voluntary associations of member countries.
Rapid Deployment Forces are based in the regional offices, and are divided into sections:
1]Materials Section:Is the section that includes the service materials and supplies, therefore includes supplies, food supplies, medicines and other equipment, removable base camps, temporary bases, etc..
2]Medical Section:This section includes all the equipment, facilities, vehicles and staff that relates to the field of medical attention.
3]Fire Section:This section includes all equipment, vehicles, facilities and trained personnel in firefighting.
4]Section Air:Includes all aircraft and helicopters (including their equipment and their staff) without specific tasks
5]Maritime Section:Includes all marine (and amphibians) vehicles, specialized in the various specialties, with materials and personal with them.
6]Section Earthmoving and Construction:Includes all vehicles earthmoving and construction with the personnel and equipment associated with them.
7]Logistics section:Includes all vehicles, personnel, equipment, appointed to logistics
8]Section Engineers and Scientists:Includes all the engineers, scientists and technicians of the organization
9]Section land:Includes all land vehicles (and the equipment and personnel associated with them) are not appointed to specific functions
Special structures
The organization also has special facilities, managed by the General Assembly:
1]Solidarity Fund:The Fund is managed by the General Assembly, provides financial aid to countries hit by severe crises (humanitarian and natural) to finance relief and reconstruction.
2]Regional Warning System:It will be a system that uniformly cover all network alert (ache concerning meteorology, geology and other natural events).
In practice, whenever will detected a potential risk from natural national networks, a notification will be sent to the regional system, so that the WACPD can plan accordingly.
Tasks
The organization intervenes when, in any of the states in the region will present a crisis due to natural causes or a humanitarian crisis.

Eurussia appeals to rename this organization into WA Humanitarian Organization since it is far more appropriate than its current proposed name and bids to host its main office at Moscow, alongside WAPF and WASDA.
