Or shall we require Parties to update their nations?

I've already instructed Kaevi to lower the total vote count in accordance with the number of held seats. Filling the seats isn't necessary.

I respect your position, but that is just a mere opinion and it is not an official interpretation from the Court under a normal case. And my interpretation as one of the major authors of the Constitution is that, there are 20 seats and the only way to pass a law is through 11 in favor. Since that is the intention of the Constitution.

Respectfully, it's easy to complain and do nothing. For that reason, many tend do that.

As the supply of complaints increase, the value of those complaints decrease.

Given how many actionless complaints WA has had, I can only conclude that actionless complaints are basically worthless at this point. (mathematically speaking)

I have already attributed too much value to his complaint by even posting this.
