We wont actively enforce it, but in the case of RP's it will be quite obvious when a nation forgets to divide by ten. If a nation is caught not dividing by ten, he will just be reminded to divide by ten, no action will be taken against him/her.

my forces are already reduced by the ns tracker. i had over 800 million now i have 9 million. its enough and i need it to protect my people of almost 3 billion.

This bill passes, Majority (5 out of 7) SC members have voted in favor of this act, the other two are yet to vote.

OoC: While I am not a part of the council, I just want you all to know that I have already reduced my population and military to a small number, even below dividing by ten. Would I be required to change my population?
Edit: Even though I should not be posting here, I think it should be divided by ten, unless you have already gone lower, in which case nothing changes. I like the idea by the way, the reason I lowered mine is that I thought NS populations were ridiculous.

If you have reduced your population by 10 or more times, then you do not have to do this.
(We will be able to tell this because your RP pop (Tracker population) will be 10 or more times less than your population on Nationstates)
VOTING STATUS
Citing majority approval from New Zealand, Aloia, Marquette & HPS,
this proposal is now a regional law effective immediately.

Realizing that due to the use of NSTracker for all the World Alliance's RP needs, the statistics for nations have become both ludicrous and unbelievable.
Acknowledging that the tracker provides a fair and definite way of attaining nation statistics in a easy and readily available fashion. Thus the NSTracker is a crucial and invaluable asset in the WA's RP culture.
Recommending that we continue to use the NSTracker but divide all totals by 10 in order to provide a fair but reasonable RP statistic.
