The Kingdom of New Tarajan wishes to submit to the Parliament the following bill for approval.
The Council has already approved it with a majority of 5 votes on 7.

WEAPONS-OF-MASS-DESTRUCTION REGULATION ACT

Authored by the Federal Aristocratic Kingdom of New Tarajan, in representation of the Empire of Tarajan and the Outer Territories

Section I.

Art. 1
The World Alliance, recognizing the highly-dangerous nature of Weapons of Mass Destruction (WMD) in every form, has decided to regulate the fabrication, possession and dismantlement of WMDs with this act.

Art. 2
To achieve this goal, as stated in Art. 1, is defined as Weapon of Mass Destruction (WMD), any nuclear, radiological, biological, chemical or other weapon that can kill and bring significant harm to a large number of humans or cause great damage to man-made structures, natural structures (e.g. mountains), or the biosphere.

Section II.

Art. 3
All political entities, states, institutions and organizations must duly register their WMD arsenal (if any), or reveal its existence, or their intention to begin the fabrication of WMDs, to the World Alliance, with full respect of the existing legislation on the matter.

Art. 4
All political entities, states, institutions and organizations have the duty to keep or to dismantle their WMD arsenal following the highest standards of safety and traceability.

Section III.

Art. 5
The Court of Justice of the World Alliance (CoJ) is empowered with the authority to carry out any investigation it could believe to be necessary, about the fabrication, testing process, possession, use and dismantlement of WMDs.
In this case, the CoJ shall notify to the interested parties and to the Council the beginning of the investigation, specifying its nature and scope, according to the existing legislation. While under investigation, all related activities shall be stopped until the end of the investigation itself.
It is the duty of the CoJ to conclude the investigation in the less time possible.
In case the CoJ should identify a violation of existing legislation, it is empowered with the authority to immediately stop all related activities.
All interested parties could call for appeal against the verdict of the CoJ. This case shall be regulated under the existing rules for trials of the CoJ.

Art. 6
The World Alliance Department of Security & Justice (WASDJ) shall be empowered with the authority to execute the verdict of the CoJ, under authorization of the World Alliance Council.
In case the WASDJ is not able to carry out this mandate, the World Alliance Council shall empower the World Alliance Armed Forces (WAAF) with the same mandate.

If these provisions cannot satisfy the protection of a state's sovereignty, we request their revision and/or amendement.

No, there is no issue. I am just questioning why you're bringing this up now instead of in council, where you seemingly brought up everything else.

Although the Speaker has not yet declared the beginning of the debate period, I wish to answer now, once and for all, I wish, to the questions brought by Eurussia. Even if, first of all, I wish to express my deepest disappointment for such a behavior.

By the way, let's begin:

1) must duly register: I believe it's quiet obvious. Any State possessing a WMD arsenal shall register it in an apposite thread which will be created in the Registry Section.

2) the duty to keep or to dismantle their WMD arsenal: honestly, I don't understand the nature of the question. I can only say that it refers to the free choice of every country to keep its own arsenal or to dismantle it at its will, but following the highest standards of safety and traceability, as stated in the bill.

3) to carry out any investigation: I believe this point is very clear, too. The CoJ can check if a country, during the fabrication, testing process, possession, use and dismantlement of WMDs, is respecting the provisions of this law.

This is a matter of national security for almost all nations on the planet or to be specific, any single state would not reveal anything, as much as possible, with relations to national defense and detriment to national security. How about that?

How shall this be implemented? As clearly stipulated on the proposed bill?

First point: yes, it's a matter of national security, much like holding a chemical or biological arsenal, but this didn't stop the WA from taking action against them, If I remember well. This has been made also in order to help RP (through a clear definition of who's holding WMDs and who's not).

Second point: it's up to the Court to decide about it. If the Judiciary Investigation Act will be approved, then it will apply, obviously, also to this case.

Right. But, if countries keep the existence of their arsenal secret, I don't see how the Court could investigate (for example, on the Chemical & Biological Weapons Ban Act).

Right. But, if countries keep the existence of their arsenal secret, I don't see how the Court could investigate (for example, on the Chemical & Biological Weapons Ban Act).

That is precisely the principle behind the Nuclear Test Ban Act and the Chemical & Biological Weapons Ban Act. They do not infringe a state's sovereignty, but since these weapons or procedures are already banned, if a state uses them, then these laws can be invoked.
That is precisely the same principle we are working out with the proposed bill so as not to antagonize hard liner countries and will not result in limbo in a legal challenge if the bill passes.

Yes, but the Chemical & Biological Weapons Ban Act explicitly ask to every country to dismantle their own arsenals. And this is a clear violation of national sovereignty, in theory; also the Nuclear Test Ban could be seen the same way.
This bill simply ask, for the good sake of RP and for helping the eventual job of the CoJ, to register the arsenals.

We're not asking you to say "I have 2,000,000 gigaton weapons," we're asking you to say "Yes, I have WMD's." Essentially, we want to know if you have them, not how many or how powerful.

It means that every country will be free to reveal what it wants to reveal.
The important thing, as Eurasia says, it to say if you have them or not. I suppose a peaceloving country could choose without problems also to reveal more.

This is our final amendement. After which, Eurussia will respectfully submit itself to the support of the bill.
