i have no idea. our men are there for 3 years now. we do not claim the land or something like that. we just harness small amounts of helium-3 like we used to.

Indeed it may be the case. But, the WA Moon Commission Act is now in full effect and hence require that your compliance application can justify that your activities on the Moon will benefit all peoples and nations of the world; and if it is open for inspections and transparency from the WA Moon Commission.
May we also ask to expound what is D.I.A.R.P?

The Eurussian Government will lead and institute reforms in this inefficient organization to ensure its efficiency in delivering its mission for its member states. At the moment, we are planning to propose the creation of the new WORLD ALLIANCE SPACE AGENCY which will combine the functions of the WAMC & WASDA to become the space arm of the Security Council of the World Alliance.

All 'Operation Lupa' is is the official name for the Lunar base project. As for the colony, this is a civilian base, where families will eventually live. It will more or less turn into a town/city. Along with that, a Rocket launchpad will be set up. This will be used as a jumping point for Mars. The base shall hold a residential area, rec center, science labs, greenhouses, etc.
