The Loxan government has decided to call for the removal of China China from the Security Council for the violation of the Nuclear Test Ban Act, quoting that "All political entities, nations, countries or institutions are prohibited to carry out... any other nuclear explosion in any place or any environment." The Chinese² government has recently attacked Xarax with a nuclear missile and has thereby violated the law by causing a nuclear explosion.

This shall be known as 'Xolox vs China China'

Please note that this matter will be handled by the Tenth Security Council under its JUDICIAL AUTHORITY. Thus, at this stage, only the People's Republic of China China and the Grand Empire of Xolox may get involved in this issue.

I will inform the council if it's time to vote for verdict.

He has made no defense and I don't think he intends to/can. I believe we are ready for the recommendation (China China may correct me if I'm wrong).

We are now for peace and I think the law do not say that if you violate it you can be remove from Security Council this is my defense and it say that it only ban nuclear test and not nuclear attack. Give us another chance.

You wanting peace now does not absolve you of your past crimes. There aren't any punishments listed, do you think that means your crime will go unpunished? The law clearly states that causing nuclear explosions is illegal, which is what you did in Xarax.

Without no further arguments on the case, the Security Council is pleased to announce the following:

Conclusion: The Grand Empire of Xolox has filed a case against the People's Republic of China China for violating the WA Nuclear Test Ban Act by way of creating a nuclear explosion which is prohibited by the international law. The latter justified that the WA NTB Act did not specify that violation of its provision is tantamount to removal from the Security Council, which is true, and the WA NTB Act only prohibits nuclear tests and not nuclear attacks, which is debatable.

However, the SC concludes that the WA NTB Act may have not specifically ban a nuclear attack based on its title, BUT, its provisions are clear that any form of explosion caused by nuclear weapons or nuclear test are globally banned WHICH qualifies the complaint of the Grand Empire of Xolox against the People's Republic of China China that the latter's nuclear missile attack on the former has violated the WA NTB Act.

Furthermore, the formal defense of the People's Republic of China China that there is no provision on the WA NTB Act saying that violation of it can remove a nation state from the Security Council is accepted by the SC. Hence, the request of the Grand Empire of Xolox to remove the People's Republic of China China from the Security Council is unjustifiable based on the WA NTB Act.

Recommendation: The People's Republic of China China is hereby instead fined €100 billion euros payable to the Grand Empire of Xolox in ten years (roleplay) time as compensation for the damages the former caused to the citizens of the Grand Empire of Xolox. Thus, it is now upon the decision of the Security Council, acting under its judicial authority, to approve or reject the Official Recommendation on the case.

A public vote is hereby called to order.
