(RA) Roman Alliance
Roman Alliance Code of Conduct;

This document is recognized by all member states of the Roman Alliance. Clearly stated below are the strict guidelines and regulations each member state should follow with out hesitation or resistance.
Section One
No member state may try and incite revolt or civil unrest in another member state’s national borders. This is exclusive to territories but may include member states’ territories in a Court of Law of the Roman Alliance. Should a member state break this rule he or she will be summoned to an Alliance Hearing where impending investigation will decide the member state was responsible for a revolt or civil unrest in the said member state’s national borders and territories; if applicable.
Section Two; Clause One
It is forbidden for a member state to declare war on another member of the Roman Alliance with out a justifiable cause. If there is a justifiable cause for a declaration war on another member state then the aggressor nation must present a fully detailed and full length report to the Roman Alliance Senate. This report will be reviewed and based on a majority vote of 2/3 shall determine whether or not the cause for a declaration of war is justifiable enough. An unjustifiable declaration of war on a member state by another member state is in violation of the previously mentioned. The aggressor state shall be summoned to an Alliance Hearing impending investigation. If said aggressor member state refuses or resists these summons and orders to pull out of the defending nation then the Roman Senate has the authority to put together a military coalition to remove the aggressor nation by force. Punishment for violation of the before mentioned is to be determined by a jury of peers. This includes and is not exclusive to banishment from the Roman Alliance.

Member states are forbidden to use Chemical and Biological Weapons of Mass Destruction in times of war with non-member states of the Roman Alliance. This is not limited to, though may include member states. Review Section 2 of the C.C.R.A on member states declaring war on member states. Chemical and Biological warfare is an inhumane way of combat and is condemned by the Roman Alliance. Member states in violation of Section Two Clause Two of the C.C.R.A will be summoned to an Alliance Hearing and impending investigation a sentence will be served and a punishment determined. This includes and is not exclusive to banishment from the Roman Alliance.

Member States are forbidden to use Nuclear Weapons with out the permission of the Roman Alliance Senate. A justifiable reason must be put into a full length and fully detailed report to be presented to the Roman Senate. The Roman Senate will review the report and determine if the cause is justified enough. The permission must be in written form and signed by at least 2/3 of the Roman Alliance Senate. If Nuclear Weapons are used with out the consent of the Roman Alliance Senate then said aggressor nation will be summoned to an Alliance Hearing and impending investigation will have a sentence to carry out. This includes and is not exclusive to banishment from the Roman Alliance.
Section Three
Member states are not required to form an economic alliance or print currency for the Roman Alliance. This is to ensure that economic stability in independent member states and bolster the Roman Alliance economy with mixed independent economies. However, member states who believe they should form a unified economic system may do so, though they may not force other member states to join and are forbidden from placing economic sanctions on non-members of the economic alliance.
Section Four
Nuclear testing by member states will be done underground in controlled environments. This does not include Chemical and Biological Weapons; see Section Two Clause Two of the C.C.R.A for information on Chemical and Biological Weapons. Member states in violation of this will be summoned to an Alliance Hearing and will be fined a determined price by the appointed judge overseeing the hearing.
Section Five
Member states will conduct themselves with integrity and respect while on diplomatic missions to other non-member states. This is to promote the positive image of the Roman Alliance through public relations with non-member states of the Roman Alliance.
Section Six, Clause One
Member states appointed by the Roman Senate to the Princep Senatus are to conduct themselves accordingly in private and public life. Member states appointed to the Princep Senatus are not excluded from any of the before mentioned Sections and if found in violation of any of the Sections previously mentioned will loose their position in the Princep Senatus. An investigation and hearing will follow the loss of the seat of power the Member state currently held and a new election will be held immediately to replace the empty seat.
Section Six, Clause Two
Members of the Princep Senatus may not engage in illicit activities such as gambling, prostitution, fraud, money laundering, etc… If a member of the Princep Senatus is found in violation of this clause will be suspended from their seat of power in the Princep Senatus and put under investigation. Following investigation said member will be summoned to an Alliance Hearing where he or she will be charged with the crimes they have been committed. Depending on circumstantial evidence said member will be determined innocent or guilty. If found guilty said member of the Princep Senatus will be expelled from the Princep Senatus and the Roman Senate and barred from entering said government buildings. If the defendant is found guilty, the defendant will be able to challenge the verdict if they can produce enough evidence to counter the verdict. This can only be once. If found innocent said member will return to their seat of power and finish their term in the Princep Sentatus.
Section Six; Clause Three
Members of the Princep Senatus can only run three times and only serve a total of six months per term. This does not bar the same nationals from running for the same seat. The Roman Senate will cast a vote for the candidates for the Princep Senatus.
- Foreign Policy:
1) Assets
-a. Nations of the Roman Alliance have an obligation to protect its interests, both local and abroad. If another alliance nation calls upon its fellow members, they must consider the request.
-b. Nations of the Roman Alliance must intervene in the conflicts of other member nations in one form or another or will be subject to peer review by both the Princep Senatus and the Senate.2) Ponies/other species
- a. Member states shall not get involved in wars with Pony nations unless threatened by one. In the event of conflicts or other events regarding foreign species, each event will be given to a vote, either to intervene or not. Region-wide discrimination or championing of a species is not permitted unless a vote is final and the conflict has concluded definitively.
- b. If a member of the Princep Senatus declares war on a Pony nation, fellow members of the Princep Senatus can reserve the right to not deploy the Legion into combat operations. Also if every member of the Roman Senate deems the war unnecessary the Roman Senate may vote to condemn said actions of the member of the Princep Senatus and demand that combat operations in the Pony nation cease.
3) Economics
-a. Free trade is encouraged for all Roman Alliance members. Members are not at fault to deviate from this model, but cannot follow outlawed economic practices.
- b. Outlawed economic models in the Roman Alliance include those found in communist and fascist nations.
4) War
- a. Member states are obligated to contribute to a war including another alliance member in any way possible; this is the case for when the defender does not call for help or does. However, called-upon allies reserve the right to abstain from a war if some internal or external force(s) prevent(s) them to. If this is the case, the nation must create a report providing evidence of a legitimate obstacle that prevents them from assisting.
4b) Weapons of Mass Destruction
- a. Nuclear missiles are outlawed in any form of offensive conflict. If a large majority of fellow Princep Senatus members agree on the use of nuclear missiles, use will be temporarily authorized until the desired ending is reached.
- b. In the event of extreme occupation of alliance members, nuclear missiles will be authorized to stabilize the conflict. If further and unlawful use of WMD's takes place, the offending member nation will be brought before the Princep Senatus for questioning.

The two major bodies of the Alliance include the Princep Senatus and Senate. The Princeps Senatus is the leadership of the Alliance, making key decisions regarding war, economy, foreign policy and more, while the Senate consists of all other Alliance members. The Senate allows peripheral member states and observer states to voice their opinions on Princep Senatus decisions and other cases of importance. The two bodies work together to create acts that benefit the Alliance as a whole.

A nation that is comprised of ponies, ala My Little Pony. Some of our early statements were taken as anti-pony, but I think we've come around to accepting them.
Edit: A small amendment I'd like to make to clarify certain things on the foreign policy. In general, I think the wording should be in more coherent sentences. "Protect foreign interests" can lead to some misleadings, for example.
Second, this last line:
In my opinion, never generalize these kinds of things. It should be absolutely mandatory; I mean, we are talking nuclear warheads here.
Actually, upon looking at this again, I think it needs a LOT more editing before it can be put into practice.

Considering the change in the Roman Alliance's position in the World Alliance I do feel that a review of the foreign policy should begin. This will include current and past topics. Artite will stand by its anti-pony stance however, but acknowledges the R.A's tolerance of pony sentient races.

May I propose the Battle Rifle 34 or the BR-34, to be the Legions main weapon of choice for the infantry.
This rifle has a 7.62 NATO Round has similar specifications to the M4 Carbine however has slightly more fire power, a forty round box magazine instead of the traditional thirty. Also the receiver is modified to make jamming virtually non-existent. The rifle will need to be cleaned regularly of course but it can operate in some of the toughest terrains. It has been submerged in fresh water/sea water, mud, and sand and still has the capabilities of firing effectively with out exploding or jamming on the user. Has an adjustable stock for the comfort of the user. A fore grip to help with the handling of the rifle in intense situations.

May I propose the Battle Rifle 34 or the BR-34, to be the Legions main weapon of choice for the infantry.
This rifle has a 7.62 NATO Round has similar specifications to the M4 Carbine however has slightly more fire power, a forty round box magazine instead of the traditional thirty. Also the receiver is modified to make jamming virtually non-existent. The rifle will need to be cleaned regularly of course but it can operate in some of the toughest terrains. It has been submerged in fresh water/sea water, mud, and sand and still has the capabilities of firing effectively with out exploding or jamming on the user. Has an adjustable stock for the comfort of the user. A fore grip to help with the handling of the rifle in intense situations.
I'm ok with the Weapon. Also, so far only 2 nations have donated to the CL, myself and one who quite the Alliance (I sort of kept the donation...) No one else has filled out a donation from.

We are currently unable to donate any troops as our military budget is, at the moment, nonexistent. We will do so at a later point in time when our military is capable enough.

As unfortunate as it may sound, New Rhodinia has run out of options for this new war.
We motion to bring Artite before the Princep Senatus for questioning.
Their treatment of this war with China China is morally unacceptable and has brought worry among the rest of the Roman Alliance. As per Section Six, Clause One of the C.C.R.A:
We believe Artite has overstepped the bounds of our positive image with their overzealous insults and threats.
New Rhodinia also intends to amend the C.C.R.A in the near future to better elaborate on the processes of such hearings and better clarify other areas that need work- with the approval of fellow Princep Senatus members, of course.
As for Eurussia, edit your post with a formal application so we can consider you as an observer state. We'll get back to you as soon as time allows.
