WA PEACEKEEPING FORCE ACT

With the aim of having a single international coordinating body for peacekeeping and humanitarian operations in thr world, the Eurussian Government hereby submits a draft of an international law that will merge the WA Armed Forces, WA Department of Security & Justice, and the WA Humanitarian Organization into a single entity under the authority of the Security Council. Hence, we propose the World Alliance Peacekeeping Force Act.
Section 1 - ObjectivesThe World Alliance Peacekeeping Force shall serve as a unique and specialized agency of the World Alliance under the authority of the Security Council that will coordinate affairs of all nations regarding peacekeeping operations and humanitarian missions and will oversee the military interventions authorized by the WASC. The WAPF shall coordinate all international initiatives on international security and humanitarian programs without prejudice to the inherent rights of nation states.
Section 2 - LeadershipThe de facto leadership of the WAPF shall be handled by a Eurussian (Eurussia) official, by default, as the Director General. And may be handed over to other nations for the efficiency of the WAPF without prejudice to the SC.
All subordinate hierarchy may be arranged accordingly.
Section 3 - OrganizationThe headquarters of the WAPF shall be located in Saint Petersburg, Eurussia. And each continent shall have their respective WAPF offices based on each of the WA Neutral Territories respectively. They are as follows:
- WAPF Office in Asia
- WAPF Office in Iberia
- WAPF Office in Atlantis
- WAPF Office in Olympia
- WAPF Office in Oceania
- WAPF Office in Arcadia
- WAPF Office in Anatolia
- WAPF Office in Polynesia
- WAPF Office in Magnesia
- WAPF Office in Phoenicia
- WAPF Office in Erythraea
- WAPF Office in Micronesia
- WAPF Office in Mnemosyne
Section 4 - Operations
Aside from the administrative offices of the WAPF on every WA Neutral Territory acting as the secondary headquarters of the WAPF, each continent shall have their dedicated WAPF command centers that will focus on the peacekeeping operations and humanitarian operations of the organization. They shall also be reponsible on the utilization of WAPF Garrisons, WAPF Air Bases, WAPF Naval Bases, and WAPF Humanitarian Zones in every WA Neutral Territories in the world. They are as follows:
- WAPF Command in Asia
- WAPF Command in Iberia
- WAPF Command in Atlantis
- WAPF Command in Olympia
- WAPF Command in Oceania
- WAPF Command in Arcadia
- WAPF Command in Anatolia
- WAPF Command in Polynesia
- WAPF Command in Magnesia
- WAPF Command in Phoenicia
- WAPF Command in Erythraea
- WAPF Command in Micronesia
- WAPF Command in Mnemosyne
The funding for the administration of the WAPF shall be provided by the Security Council and all its initiatives where voluntary financing from member states shall not be impeded. All nation states of the World Alliance are member states of the WAPF without prejudice to their sovereign rights as nations and maybe subject to its policies unless otherwise with their explicit refusal.
Since WAPF is a neutral organization in nature and for the purpose of aiding the international body on its missions, all nation states of the World Alliance shall dedicate at least 100 personnel from their respective police forces to become volunteers for humanitarian operations and at least 100 personel from their respective armed forces to become volunteers for peacekeeping operations. The WAPF shall welcome additional personnel from voluntary nation states and shall ensure that the nationalities of these WAPF volunteers are confidential for their safety.
Section 6 - Global Humanitarian Emergency
A Global Humanitarian Emergency is an official declaration of the state of the humanitarian conditions in the world or in any part thereof from the Security Council upon the recommendation of the WAPF on its will or by request of a member state. Under a Global Humanitarian Emergency situation, the recommended actions of the WAPF to eliminate and alleviate a humanitarian crisis to all nations of the world or any part thereof are authorized by the Security Council to be enforced to certain or all member states. Furthermore, under a Global Humanitarian Emergency situation, WAPF Funds may be utilized to aid certain or all member states to achieve the aims and objectives of the WA Peacekeeping Force.
Section 7 - Global Security EmergencyA Global Security Emergency is an official declaration of the state of the international security of the world or in any part thereof from the Security Council upon the recommendation of the WAPF on its will or by request of a member state. Under a Global Security Emergency situation, the recommended actions of the WAPF to eliminate a particular threat to the international security of the world or any part thereof are authorized by the Security Council to be enforced to certain or all member states. Furthermore, under a Global Security Emergency situation, WAPF Funds may be utilized to aid certain or all member states to achieve the aims and objectives of the WA Peacekeeping Force.
This Act shall effectively repeal the WAHO Act.
This Act shall effectively repeal the WADSJ Act.

I do not have anything against the proposal itself, but I think the acts it proposes to merge should be repealed. I don't believe the WASC should have a standing army, or anything of the sort.

Thank you but it is not a standing army. It is a peacekeeping force for humanitarian operations such as disasters when a country requests for assistance. In fact, this already aims for that purpose of removing the military aspect for the Security Council that is why the WA Armed Forces is included here to be repealed.

What kind of threat is this talking about? Could a country be considered a threat to be "eliminated" by the force this act plans to institute? I just don't feel safe about the world governing body having troops and naval bases ready to intervene like that.

I think I would support it if it was strictly for humanitarian aid/keeping order in collapsed countries.

Well if that is your concern, you must remember that all actions of this proposed WAPF will still be decided by the Security Council and all the details of actions.
If you don't like military actions, just block any action for the WAPF on that. But we believe the organization is very very importan arm for the WASC in enforcing its decisions.
