The United Kingdoms of Apepistan would like to propose that the nations of the World Alliance found a World Education Center (WEC).
- Member nations open universities solely for WEC students.
- Every WEC student is free to study in any WEC university in the world.
- Every nation can host courses for students in their strongest educational fields, plus any other course they wish to open.
- Every WEC university will teach in the nations official language where the university is located.
- Every WEC university will have a language course for the official language of any WEC member state.
- The tutition of the students and the upkeep of the universities will be divided equally among the WEC member states.
- Applications for students for WEC studies will be the same in every member state.
- WEC student visas will enjoy priority for gaining approval from WEC member states. Alternatively, WEC members can declare WEC students visa-free.
- Approval for student applications will be decided by the member state in which the student has citizenship.
- Degrees, diplomas and language exams of WEC will be accepted in every WEC nation.
- Teachers and professors working in WEC universities will be selected by the WEC member state. For language courses WEC nations can invite teachers and professors from other WEC member states.
- Students, teachers, or any WEC workers shall not be discriminated because of their political views, religion, ethnicity or nationality. Political, religious, ethnic or racist agitations or propaganda spreading shall result in the offender (student, professor or worker) kicked from WEC. Ensuring that the WEC students, teachers and workers are treated respectfully is the duty of the WEC member state.
A global educational program would be beneficial to every member nation. It would provide free education for talented students from all around the world, promote cultural understanding between nations, and member states would gain educated intellectuals. The WEC would have no leadership or anything like that, but states who volunteer would need to gain the approval of the majority of the member states.
Ideas, further proposals and opinions are welcome. If you wish to join, please include where your university will be located, and which main (or minor) educational fields you wish to host.

New Rhodinia is eager to participate; we've already drawn up plans to build a university in New Massilia, south of our capital (map coming soon). We would also like to educate about the environment, politics and more.

Shlask wishes to join and will begin construction of our university in Pevnigrad as soon as we're accepted into WEC.
We will teach military tactics, (more specifically the art of armored warfare) and computer science.

Artite will transfer the Imperial University of Lazarus to be under the WEC title. Artite will proudly offer majors in philosophy, political science, psychology, military strategy, military history, environmental science, bio engineering, and a wide range of majors in the medical field. Minors will include, business administration, Artitian literature, Artite History of an Empire, art, music, and basic philosophy.

Xolox would like to join this association. Upon membership, we will convert the James T. Targaryen University in Xarax to a WEC university. The university's main focuses are psychology and theoretical/abstract sciences.

Indeed. But our simple request is for national security reasons and upholding our authority as a sovereign nation to issue travel visas to our country. We will presume that having an application with the WEC will take a very long time before getting approved. Furthermore, a WEC student is already entitled to ALL member universities but they cannot be allowed to go school hopping and must stay and finish their courses wherever they chose. Our point is, from the start of the application, this procedure already involves the processes with each governments, and this involves the visa, since all applicants will have to undergo complete and thorough background check (while the application is on going) to ensure that this certain student do not have a tendency to become a nuisance foreigner nor a spy.
We have no issues on easily moving with WEC universities. The problem lies on moving within countries and sovereign boundaries and jurisdictions. Since we will not know how a certain culture will impact the lives of every WEC student nor eventually foreign governments to recruit these WEC students as spy. Besides, visa processes shall be done by the sending universities and the receiving universities so as not to bother the WEC students. Also, it is in the best interests of all nations to categorized WEC students' visa applications as priority and be leveled in prioritizing diplomatic visas for faster procedures and processes.

Modifying the rules that WEC students will enjoy priority in gaining visas seems like a good option. If the rest of the community agrees, we can introduce that.

From "WEC students will need no visa to travel between WEC nations."
To "WEC student visas will enjoy priority for gaining approval from WEC member states. Alternatively, WEC members can declare WEC students visa-free."
The modification will need 3 more votes to pass, 4 in overall.
If the modification of the 8th rule passes, the United Kingdoms of Apepistan approve Eurussia to join.
