I approve of this modification to the eighth rule

I approve of Eurussia. I disapprove of Omega Atlantica.

If permitted - The government of Apocryphi will open up a new university in each of its provincial major cities and its capitals, totalling 8, for this cause. This should give good cultural insight, with the students of Apocryphi being allowed an extra opportunity!
