I fixed it, so to clarify, if your nation CTE for 1 month from the date you CTE, then your lands can now be dissolved into the official WA map or claimed. where as if you leave the region for no longer then a week from the date you left this region then your lands can be dissolved within the WA map or claimed.

I would like to create a guideline system for land claims once a nation leaves the region and/or CTE's

Would this mean that lands of nations that ceased to exist can be claimed, regardless if there is an expansion or not?

No, after they cte/leave for the amount of time given, then their lands would basically become one with the map.
