With the introduction of new features in NationStates which involved the allocation of authority which solely handled by the Founder and one way or the other allows greater participation of more nations in the exercise of administrative powers of the World Alliance and at the same time allows to share the responsibility solely under the burden of the Founder, do hereby proposes the following provisions for the better management and administration of our Great Region!
Section 1) The Administrative Authority over the World Alliance shall be sourced from the Founder of the World Alliance as its fountain of power and authority and by virtue of default administrative source of all authority.
Section 2) The President of the Security Council, as the de facto President of the World Alliance, shall have the power over the Embassies Authority, Communications Authority, and Polls Authority through NationStates Features. It can also have the privilege of moderation powers over certain Sub-Forums of the official World Alliance Forum as may be accorded by the World Alliance Forum Administrator like the Security Council Sub-Forum.
Section 3) The Vice President of the Security Council, as the de facto Vice President of the World Alliance, shall have the power over the Communications Authority and Polls Authority through NationStates Features. It can also have the privilege of moderation powers over certain Sub-Forums of the official World Alliance Forum as may be accorded by the World Alliance Forum Administrator like the Security Council Sub-Forum.
Section 4) The Member States of the Security Council shall have the power over the Polls Authority through NationStates Features. They can also be granted the privilege of moderation powers over certain Sub-Forums of the official World Alliance Forum as may be accorded by the World Alliance Forum Administrator.
Section 5) The World Assembly Delegate shall have the power over the World Assembly Authority via NationStates Features. On its concurrent capacity as Member States of the Security Council, shall have the power over the Poll Authority through NationStates Features. It can also be granted the privilege of moderation powers over certain Sub-Forums of the official World Alliance Forum as may be accorded by the World Alliance Forum Administrator like the World Assembly Affairs Zone Sub-Forum.
Section 6) The official World Alliance Forum, due to its sensitivity and massive archive of the past, present, and future history of the World Alliance shall be under the supreme authority of the Founder acting as the World Alliance Forum Administrator subject to the laws of the World Alliance. Other Forum Moderators can be assigned by the World Alliance Forum Administrator provided that they have shown and proven their allegiance, loyalty, trust, dedication, commitment, and aspirations for the World Alliance. Such privilege may be revoked if actions of any of the Forum Moderators are detrimental to the interests of the World Alliance, for the good of the World Alliance.
Section 7) The NationStates Features of Authority are hereby defined in accordance with the existing provided definition by NationStates itself and subject to changes by law and/or via NationStates.
- NS Executive Authority - Can appoint/dismiss Officers and set their authority. Founders with Executive authority can modify the authority of the Delegate, but Delegates cannot modify Founders. If the Founder is absent from the region, the Delegate gains Executive authority automatically ("by circumstance").
- NS World Assembly Authority - Can vote on World Assembly proposals and resolutions.
- NS Appearance Authority - Can modify the World Factbook Entry, Flag, and Tags, and pin Dispatches.
- NS Border Control Authority - By spending Regional Influence, can eject/ban/unban nations and set/modify/remove the region password.
- NS Communications Authority - Can send region-wide telegrams without stamps, compose Welcome telegrams, suppress & unsuppress posts on the Regional Message Board, and control who can recruit for the region.
- NS Embassies Authority - Can open/close embassies with other regions and extend embassy posting privileges.
- NS Polls Authority - Can create polls.
The proponent requests for the President or the VP to call the proposal into three (3) days debate which shall then be followed by two (2) days vote. Thank you.
