Charter of the Commonwealth of Nations Treaty

Article 1
The Parties will contribute toward the further development of peaceful and friendly international relations. Seeking to eliminate conflict in their international economic policies and will encourage economic collaboration between nations.
Article 2
In order more effectively to achieve the objectives of this Treaty, the Parties, separately and jointly, by means of continuous and effective self-help and mutual aid, will maintain and develop their individual and collective capacity to resist armed attack.

In time of war all parties agree to collaborate on a war effort. Each party will maintain control of their forces unless control is given over to others commands.
Each nation shall defend allied nations territory as if it is their own.
Nations should jointly develop similar and compatible weapons system’s to allow joint use in time of war. (i.e.: compatible munitions and radio frequencies)

Article 3
The Parties will consult together whenever, in the opinion of any of them, the territorial integrity, political independence, or security of any of the Parties is threatened.
Article 4
The Parties agree that an armed attack against one member nation, shall be considered an attack against all and consequently they agree that, if such an armed attack occurs, all member nations will assist the Party or Parties. Any such armed attack and all measures taken as a result thereof shall immediately be reported to the Security Council. Such measures shall be terminated when the Security Council has taken the measures necessary to restore and maintain international peace and security (declaring war on another nation doesn’t inherently mean article five is in effect, that is up to each individual nation to assist).
Article 5
For the purpose of Article 5, an armed attack on one or more of the Parties is deemed to include an armed attack:

On the forces, vessels, or aircraft of any of the Parties in international airspace, waters, ext.
On any forces, vessels, or aircraft undertaking combat missions and attacked by third party.
Any overseas territory, or territory under its control.
(peacekeeping missions may or may not fall under this category, a council meeting will decide what actions to take after(nations can invoke article 4))

Article 6
The Parties hereby establish a Council, on which each of them shall be represented, to consider matters concerning the implementation of this Treaty. The Council shall be so organized as to be able to meet promptly at any time. The Council shall set up such subsidiary bodies as may be necessary.

Council shall establish a meeting place and headquarters position at a later date.

Article 7
If a nation decides to join the Commonwealth at a later date, a half majority shall be needed to agree to allow member state in. Member state will have a predetermined amount of time to move their nation’s forces and polices to be line with other nations.

Member nations can be asked to leave alliance with a 2/3 majority vote.

Others:

Each nation shall agree to jointly open bases, ports, and airfields to allow other members in. The council will establish certain bases to be used for treaty purposes. Host nation shall agree to hold a predetermined number of forces on their own soil.
Each member nation shall establish a national command center in a location of their choosing on their soil.
Each member shall agree that a certain percentage of their national Gross Domestic Product shall be the minimum number for the budget of their armed forces. The minimum amount shall at least be equal to or greater than 2%.
