(Passed) Nuclear Test Ban Act
The Eurussian Government in its aim of pursuing a long lasting peace for the region and of all neighboring nations and ensuring the responsible utilization of technologies for the benefit of mankind and in its aim of empowering nations and international institutions in safeguarding peace and promotion of common understanding among all peoples and all governments,
hereby proposes to the Security Council the :
NUCLEAR TEST BAN ACT
Authored by the Empire of Great Eurussia
Section 1)
All political entities, nations, countries or institutions are prohibited to carry out any nuclear weapon test explosion or any other nuclear explosion in any place or any environment.
Section 2)
All political entities, nations, countries or institutions are prohibited from causing, encouraging, or in any way participating in the carrying out of any nuclear weapon test explosion.
Section 3)
The Security Council of the World Alliance is empowered to enforce the provisions of this law.

I vote against this law. While most nations already possess nuclear technology, there are some that are still in the process of developing it as a means of self-defense. This law would directly hinder young nations from being able to defend themselves with the tactic of mutually-assured destruction. I would support a law that requires nations to decrease their nuclear stockpile and then if this law was proposed after that, I would vote in favor of this. But as this act would allow nations that already have nuclear weapons to hold on to them and threaten non-nuclear nations, Aloia votes against it.

excuse me it is not my place to be here... but i would just like to add one more thing. Aloia here is how it goes, one day it is building for self defense. The next day someone attacks them. Then the next day they are blowing up the entire world because they blow up that nation and the nation that attacked them has allies, so they blow them up too. And just to make sure this doesn't happen, that is why the SC is talking here. Don't mind me, i just wanted to say that.

I understand what you mean Naujoji. But for every nation experimenting with nuclear technology that wants to blow up the world, there are 10 who don't. This act's intentions might be to stop rogue nations from getting nuclear weapons, but it also restricts nations that just want to use developing nuclear weapons as a way to get onto the international stage. And realistically, any nation that wants to start problems will just say that they already have nukes and not worry about the whole development and testing stage.

Eurussia respects Aloia's position. However, we believe that the nuclear test ban is the first step to nuclear disarmament since it's proposal to reduce nuclear stockpiles is far more hard to gain approval rather than prohibiting testing which would be more logical since it already prevents those already capable from further developing rather than wait for the world to possess all kinds of nuclear weapons before a test ban is imposed.
Eurussia hopes that Aloia was enlightened.

I want to confirm that this affects ONLY Nuclear Weapons. Are humane WMD's like Flux Bomb (Copyrighted for only me and E&A ) allowed?
