Plus your forgetting the fact that if you use a nuclear missile on us, the odds (considering the technological capabilities of our nations) is that our missile defence grids will manage to intercept the missile mid air. Sure, you'll probably end up severely damaging us with radiation fallout, but you would end up placing a massive radioactive cloud in the atmosphere which would inevitable find it's way back to your nation through the trade winds. It is essentially mutually assured destruction, any use of nuclear weapons will be just as devastating to you as it would to us.
