*Note: This bill will denote the actions of the WAOC, and how the Games of the Olympiad are conducted.
The World Alliance Olympic Committee (WAOC) is to be founded as a neutral, non-profit, non-governmental organisation based in Paris, Arveyres (while still comprising of multiple international delegates) to organise the World Alliance Games of the Olympiad. The WAOC will be the sole judiciary of the International Games of the Olympiad. The sole purpose of the Games of the Olympiad is convey peace and multi-culturalism while sharing a bond of athleticism through international participation of the Olympic Games.
Participation in the Olympic Games is not mandatory.
Article I: General Roles of the WAOC
Section I: International Composition
The WAOC will be comprised of one delegate from each participating nation of the respective games. A nation's delegate will be barred from voting if their nation is at war. The WAOC will not allow any nation to participate in the Games if they are at war or have been suspended for any other reason.
Subsection I: Suspension
A nation's delegate (and all athletes) is subject to suspension if any of the following are valid:
* The nation is at war
* The nation is boycotting the Games
* The nation is not allowing athletes of a specific nation to participate in Olympic Games held in their nation.
Suspension times are decided by the WAOC and not all suspensions have a uniform time. There is a 3-game time limit. The suspension is able to be renewed and appealed. If an appeal is made, the WAOC is able to vote on the un-suspension of the nation or to oppose the un-suspension of the nation. A suspended nation is not able to partake in voting or participating in the Olympic Games.
Section II: Organisation
The WAOC shall organise the Summer and Winter Olympics which shall occur alternating every six months (around June-July, and January-February respectively). The Games will last for two weeks (fourteen days) each. The WAOC will decide of the full list of sports to be played. The WAOC votes to have an Olympic Games in every term. If there is a majority vote (75%) in opposition, the Games will not occur. If there is a majority vote (75%) in favor of the Games, they will occur.
Article II: Hosting
One (or two) nation(s) is allowed to host the Games. They will be given a sum of money as a preliminary budget for the expenses of the Games. If the nation goes over the adorned budget, the expenses shall fall completely on the host(s).
The Games of the Olympiad for that respective season will be officially the " (season) Olympic Games of the n Olympiad: (host city) " (with n representing the game number (in roman numeral form).)
Example: "Summer Olympic Games of the X Olympiad: Paris"
If it is hosted in two cities, the city names should be hyphenated, never in the form of (city) and (city).
Example: "Winter Olympic Games of the III Olympiad: Astana-Velikogovolka"
Section I: Voting
Each nation is allowed to voluntarily give one city which they think is suitable for hosting the Games of the Olympiad. Or, two nations are allowed to promote a joint-games in two cities. A nation is not allowed to vote for their own candidate city.
Each delegate is granted one vote for the preliminary round of deciding the host city. After all votes have been tallied, the two cities with the highest number of votes shall advance to the final round of voting. After all the delegates have voted for a second time, the city with the highest number of votes will be selected as the host city. Abstensions of voting are allowed in the first round, but are not allowed in the final round of voting.
Voting of cities happens two games in advance, to prevent the provocation of inter-WACO feuds.
The winning nation to become host will be declared in front of the WAOC, and from the WAOC Headquarters in Paris to the general public.
Section II: Ties in Voting
If two nations are in a tie, there will be a separate tie-breaker before moving on to the next round. If a tie emerges in the final round, the city that received more votes in the preliminary round shall be declared the host city.
Section III: Clauses of Hosting
If the host nation of the Games is involved in any military conflict, the privileges of hosting the Games of the Olympiad will be revoked. The role of host will then be given to the second nation during the final round. If both nations are at war, the nation with the third amount of votes will be adorned with the title of host. If no nation is eligible to host the Games, the Games of the Olympiad will be cancelled.
Article III: Games of the Olympiad
Section I: Athletes
There will be a limit of how many athletes you can send to an Olympic Games. Out of your participants:
* One can send no more than three participants to any given singles sport.
* One can send no more than two teams of two participants to any given doubles sport.
* One can send no more than one team of four participants to any given team sport that isn't: synchronised swimming, football.
* Synchronised swimming teams requiring anywhere between 3-10 athletes.
* Football teams requiring 11-18 athletes.
The athlete limit is as follows (according to Realistic Roleplay population (must be observed)):
* 100 thousand and below: 10
* 101-250 thousand: 15
* 251-500 thousand: 20
* 501-750 thousand: 25
* 751-1 thousand: 32
* 2-10 million: 40
* 11-15 million: 48
* 16-25 million: 56
* 26-35 million: 64
* 36-50 million: 72
* 51-75 million: 80
* 76-100 million: 90
* 101-150 million: 100
* 151-200 million: 125
* 201-250 million: 135
* 251-500 million: 145
* 501-1000 million: 175
* 1000+ million: 200
Section II: List of Games
The list of games to be conducted at the Games of the Olympiad will be constructed and decided on by the WAOC. The WAOC can choose to add or remove games from the default lists. Default lists have been created and will follow this section. If there is a sport without at least three participants, it will be removed from the list of contested sports. (OOC : I know that a lot of the sports from the IRL Olympic Games have been removed, but it's only to make it a smaller list.)

Section III: Conduction of Games
Each sport will consist of three levels:
* Preliminary round - All nations will be judged and the top eight nations will move on to the next games.
* Semi-final round - The top eight nations of the preliminary round will compete until the top five are chosen.
* Final round - The top five nations compete until the top three have been scored. The top three will be recipients of medals at the Closing Ceremony, the bottom two of this round will not receive medals.
*If there are less than eight nations at the start of the preliminary round, the semi-finals immediately begin.
*If there are less than five nations at the start of the preliminary round, the finals automatically begin.
*If there are less than three nations at the start of the preliminary round, the sport will not be contested at the games.
Section IV: Judging
The WAOC will also choose five unbiased nations (with the Arveyres being included by default) to be the judges of the Games. The judging shall be unbiased and results will be chosen at random. The results must be screenshotted, uploaded to an image hosting side, and sent to Arveyres.
The BGFL online TEN SIDED dice-rolling program will be used to determine the scores (link to dice). All six judges will submit their scores to the Arveyres (via telegram) and the scores will be averaged to determine the final scores.
Ties in judging will result in a re-rolling of the final score.
Section V: Medals
All medals will be presented at the end of each games. There will be a total of one medal for each of the following places 1st (first), 2nd (second), 3rd (third) (gold, silver, and bronze, respectively).
Each sport will be given their own set of medals.

Maybe add a clause that says that nations can't vote for their own submission? Just to make sure that we don't end up with a voting situation where we have 20 submissions all with only one vote.

And make it to where a nation can only host the olympics once in a cycle. Meaning if the Olympics happen in Eurussia then next time it cant happen in Eurussia. Every nation that applies should get a chance.

NOTE: Ofcourse those who have winters (based on geographical location) can only host Winter games.

But, I still don't understand, can I make an amendment while it is still in debating period but not have it be voted on as an amendment? Just like a quick fix to the text to add that one is not allowed to vote for their own city?

Yes. The Speaker have not said anything about voting period so I presume we are still debating and any changes you make can still be voted on to see if many are in favor.

We are totally in favor of the bill.
However, we believe that they serve more specific rules regarding the international sports law (eg for judging doping cases in competitions).
