The World Alliance Olympic Committee (WAOC) is a neutral, non-profit, non-governmental organisation based in Paris, Arveyres. The main goal of the WAOC is to organise the World Alliance Olympic Games. With representation from international delegates, the WAOC wishes to convey peace, multi-culturalism, while still maintaining a bond of athleticism through participation in the Olympic Games.
Role
Composition
The WAOC is comprised of one delegate from each participating nation of the respective games. It is the delegates job to vote on whatever is brought to the table of the WAOC.
Suspension
A nation's delegate will be barred from voting if their nation is subject to suspension. The WAOC will not allow any voting or participation from a suspended nation whatsoëver.
A nation's delegates and athletes are subject to suspension if any of the following are valid:

* The nation is at war
* The nation is boycotting the Games
* The nation is not allowing athletes of a specific nation to participate in Olympic Games held in their nation.
Suspension times are decided by the WAOC and not all suspensions have a uniform time. There is a 3-game time limit for any suspensions. The suspension is able to be renewed and appealed. If an appeal is made, the WAOC is able to vote on the un-suspension of the nation or to oppose the un-suspension of the nation.
Organisation
The WAOC shall organise the Summer and Winter Olympics which shall occur alternating every six months (around June-July, and January-February respectively). The Games will last for two weeks (fourteen days) each. The WAOC will decide of the full list of sports to be played. The WAOC votes to have an Olympic Games in every term. If there is a majority vote (75%) in opposition, the Games will not occur. If there is a majority vote (75%) in favor of the Games, they will occur.
Hosting
One (or two) nation(s) is allowed to host the Games. They will be given a sum of money as a preliminary budget for the expenses of the Games. If the nation goes over the adorned budget, the expenses shall fall completely on the host(s).
The Games of the Olympiad for that respective season will be officially the "  (season)   Olympic Games of the n Olympiad:  (host city)  " (with n representing the game number (in roman numeral form).)
Example: "Summer Olympic Games of the X Olympiad: Paris"
If it is hosted in two cities, the city names should be hyphenated, never in the form of (city) and (city).
Example: "Winter Olympic Games of the III Olympiad: Astana-Velikogovolka"
The numeral before the word of Olympiad should never be an Arabic numeral.
Clauses of Hosting
If the host nation of the Games is involved in any military conflict, the privileges of hosting the Games of the Olympiad will be revoked. One nation can not host consecutive games. The role of host will then be given to the second nation during the final round. If both nations are at war, the nation with the third amount of votes will be adorned with the title of host, and so-on and so-forth. If no nation is eligible to host the Games, the Games of the Olympiad will be cancelled.
Voting
Each nation is allowed to voluntarily give only one city which they think is suitable for hosting the Games of the Olympiad. Or, two nations are allowed to promote a joint-games in two cities. A nation is not allowed to vote for their own candidate city.
Each delegate is granted one vote for the preliminary round of deciding the host city. After all votes have been tallied, the two cities with the highest number of votes shall advance to the final round of voting. After all the delegates have voted for a second time, the city with the highest number of votes will be selected as the host city. Abstensions of voting are allowed in the first round, but are not allowed in the final round of voting. If you did not vote in the first round, you may not vote in the second round, and if you abstained in the first round you will be granted a vote for the second round. If a vote from a nation that previously abstained does not make it into the voting window of the required votes, it will not be counted.
Voting of cities happens two games in advance, to prevent the provocation of inter-WACO feuds.
The winning nation to become host will be declared in front of the WAOC, and from the WAOC Headquarters in Paris to the general public.
Ties in Voting
If two nations are in a tie, there will be a separate tie-breaker before moving on to the next round. If a tie emerges in the final round, the city that received more votes in the preliminary round shall be declared the host city.
Games
Athletes
There will be a limit of how many athletes you can send to an Olympic Games. Out of your participants:
* One can send no more than three participants to any given singles sport.
* One can send no more than two teams of two participants to any given doubles sport.
* One can send no more than one team of four participants to any given team sport that isn't: synchronised swimming, football.
* Synchronised swimming teams requiring anywhere between 3-10 athletes.
* Football teams requiring 11-18 athletes.
The athlete limit is as follows (the Realistic Roleplay population (is not to be observed)):
* 100 thousand and below: 10
* 101-250 thousand: 15
* 251-500 thousand: 20
* 501-750 thousand: 25
* 751-1 thousand: 32
* 2-10 million: 40
* 11-15 million: 48
* 16-25 million: 56
* 26-35 million: 64
* 36-50 million: 72
* 51-75 million: 80
* 76-100 million: 90
* 101-150 million: 100
* 151-200 million: 125
* 201-250 million: 135
* 251-500 million: 145
* 501-1000 million: 175
* 1000+ million: 200
Sports
The list of games to be conducted at the Games of the Olympiad will be constructed and decided on by the WAOC. The WAOC can choose to add or remove games from the default lists. Default lists have been created and will follow this section. If there is a sport without at least three participants, it will be removed from the list of contested sports. Any nations that have placed atheletes in a sport with less than three participants will be allowed to move their athletes to a different sport.

Each sport will consist of three levels:

* Preliminary round - All nations will be judged and the top eight nations will move on to the next games.
* Semi-final round - The top eight nations of the preliminary round will compete until the top five are chosen.
* Final round - The top five nations compete until the top three have been scored. The top three will be recipients of medals at the Closing Ceremony, the bottom two of this round will not receive medals.

*If there are less than eight nations at the start of the preliminary round, the semi-finals immediately begin.

*If there are less than five nations at the start of the preliminary round, the finals automatically begin.

*If there are less than three nations at the start of the preliminary round, the sport will not be contested at the games.
Judging
The WAOC will also choose five unbiased nations (with the Arveyres being included by default) to be the judges of the Games. The judging shall be unbiased and results will be chosen at random. The results must be screenshotted, uploaded to an image hosting side, and sent to Arveyres.

The BGFL online TEN SIDED dice-rolling program will be used to determine the scores (link to dice). All six judges will submit their scores to the Arveyres (via telegram) and the scores will be averaged to determine the final scores.

Ties in judging will result in a re-rolling of the final score.
Medals
All medals will be presented at the end of each games. There will be a total of one medal for each of the following places 1st (first), 2nd (second), 3rd (third) (gold, silver, and bronze, respectively).

Each sport will be given their own set of medals.

Thank you to all who voted in favour of this bill (all of you), I would like to personally say that I am elated to see this finally going through. For a long time I had been working on this bill originally in coöperation with New-Zealand.

On another note, I would like to clarify that there will NOT be an Olympic Games held for Winter 2014 (January-February). The next upcoming games will be voted on hastily and will be presented at the Summer 2014 Olympiad (June-July).

I would also like to start the voting of the Host City for the Olympic Games of 2014 and 2015.

Just a reminder every nation (even if you have not submitted a city) will be granted one vote per games for one city. You are not allowed to vote for your own city.

I'd like to host the Summer and Winter olympics on any of the available years. I'd preferably like the Summer olympics, but I'm happy to host both a summer and winter olympics. Also, I'm happy to host them in conjunction with any of my neighbouring nations like Arveyres or Eurussia. 


Anyway my proposed cities are :

Dunedin and Christchurch - Any Olympics (Summer or Winter):

In our bid to aid the WA Olympics Committee and the nations of the world on this historic global sports events to witness and experience first hand without too much pressure nor staggering expenses for their respective governments, Eurussia hereby submits its bid and as well as our appeal before the participating nations of the future and great WA Olympics,
Our nation is only interested to host, if the international community permits it, the following Olympiads. The Summer Olympics of 2014 and the Winter Olympics of 2015 all in our City of Moscow. As we wish to allow our good neighbors and partner nations to focus on uplifting their athletes to compete for the games and pour all their funds for that support. Also, since these will be the first time such events will take place, coordination systems would still be experimented and tried especially for nations who have not yet experienced hosting global events, with all due respect. Hence, we wish to set an example for future Olympiads whereby the system or programs the WA Olympics Committee that will be implemented in Moscow will be learned from and tested by the organizers.
Also, here are the reasons to support our bid to host the Olympics, including but not limited to the following:


1) Moscow is the de facto capital of the world thus diverse groups of people are living together and they are in millions being as well as the capital of Eurussia.
2) Moscow is one of the most secured and safest place in the world as it is the center of government and location of headquarters of several international organizations.
3) Moscow is one of the most advanced cities in the world with complete and continuously innovating infrastructure (and sports facilities) thus capable of receiving millions of people.
4) Moscow have been host to countless of local and international events thus well experienced enough to handle the pressure and accomodate the spectators of the Olympics.
5) Moscow, being a heart of a nation, has been developed throughout the years to have the most robust transportation network from the airport, roads, cars, taxis, subways, elevated rails, train lines, well planned zones thus capable of handling movements of millions of people even in an ordinary day.
6) Moscow, being a well experienced city in all sorts of events, have numerous hotels and growing to accomodate our tourism much more an Olympics thus organizers won't be forced to build billions in costs of hotels and other types of accommodation.
7) Moscow is an efficient city and despite being developed, is cool and tempetature due to surrounding forests and greenbelts to maintain its low pollution and pristine cleanliness.
8) Last but not the least, Moscow is coincidentally will be hosting the incoming NATO Games where thousands of athletes from 11 countries will be competing there involving summer and winter sports.  Not to mention the growing influx of spectators arriving in Moscow for the events. Hence, adding to our credentials.
9) Moscow is ready to host the Olympics on its already built and beautiful stadium capable of handling at least 80,000 people, the Moscow Stadium. This will also serve as the venue for the Opening and Closing Ceremonies of the incoming NATO Games.

Ahhhhhhhhhh this might be late but I'd like to submit San Francisco for the first summer games, Denver for the first winter games, and Chicago for the second summer games! (All are in Aloia)

EDIT: Dang it I guess Planita has a Denver too! I guess I'll change my winter games to St. Helena, Aloia (based on Vancouver)
