Our proposal has been duly presented to the Shraman Conference, as only place of peace negotiations between the involved parties.
Its content is simple: the disputed island will be kept under Kennyland sovereignty, but as an administrative special zone; the Dromodian people living there will be granted with special freedoms for their own cultural and traditional heritage; the island will be completely neutralized, with no military forces deployed there; all the countries involved will officially guarantee its security and the status quo against any kind of aggression or threat; international trade and investments will be completely free; a special Commission, with representatives of all the countries involved, will oversee the respect of the Treaty; a Dromodian special delegate will particularly oversee the respect of the freedoms accorded to the Dromodian people.
Furthermore, we invite all the participants to these informal talks to directly participate to the Shraman Conference, since we find unuseful to split the discussion in two different parts.
We would be glad to welcome the representatives of all your countries.

"Mr. Tarajani Diplomat, we find there is no confusing having two peace summits at the same time since what we are doing here are behind the scenes in support to the one being led by your nation in Shrama which is the public one. And for that, we find it imperative that with no breakthrough achieved in the Shraman Conference due to posturing of nations which must promote their nationalistic ideals before their citizens is making it hard to achieve any compromise for the settlement of the dispute.
With regards to your presented proposal Mr. Tarajani Diplomat, you've said that your proposal is 'neutralization of Jillin Island' but when you outlined it before us, we see no neutralization on the disputed territory but rather just assurances of freedom for Dromodian ethnics in the island. Which doesn't address the root cause of this dispute, the sovereignty.
If I am wrong Your Excellency, may you explain further your proposal in Shraman?

Disputed Territory of Jillin Island: OPTION 1 (NEUTRALIZATION)Citing the commendable internationalizing of dispute the People's Republic of Dromoda made to finally pressure the Monarchy of Kennyland to speak up on the matter and resolve the long simmering dispute once and for all to bring long lasting peace in the Asian Continent and neighboring regions, it is in our belief that we must seek the WA Government's intervention,
Whereas, citing that it is the duty of the WA Government to ensure peace and stability in the world under the WA Constitutition, it is therefore imperative that the WA Council must exercise its powers due to the actions of the directly involved nations, particularly Dromoda and Kennyland, where the latter continues to remain silent while the entire world is looking for a diplomatic solution and the former continues to maintain peace despite its obvious loosening patience of the dispute.
With these, it is now high time for the WA Council to authorize the WA Armed Forces, to bring peacekeeping neutral forced in Jillin Island, the WA Department of Security & Justice, to bring civilian peace and order in Jillin Island, and the WA Humanitarian Organization, to bring humanitarian assistance in Jillin Island, thus temporarily making the disputed Jillin Island under the mandate of the WA Government.
This neutral status quo must be maintained until such time that Kennyland and Dromoda becomes ready to peacefully and diplomatically resolve the matter through bilateral talks or through arbitration before the WA Court of Justice. And any external party violating this status quo shall be considered a crime against the international communitt through the WA Government and blatant violation of the WA Constitution who mandated the WA Council to maintain peace and stability in the world.
Disputed Territory of Jillin Island: OPTION 2 (EQUITABLE DIVISION)
Citing the reluctance of the Monarchy of Kennyland to voice their position on their own, while the People's Republic of Dromoda prepares itself to enforce its authority over the disputed Jillin Island, the possibility of miscalculations is so high that could trigger an armed conflict. And if a Neutralization of Jillin Island is not enough, we shall consider having a negotiated equitable division of the disputed Jillin Island.
On this solution, the People's Republic of Dromoda could settle itself by halving less than half of the northern portion of the disputed Jillin Island, while the Monarchy of Kennyland could also settle itself by having more than half of the southern portion of the disputed Jillin Island. In support to this, we did the honors to craft a possible agreement that could be reach out and agreed by both claiming parties over the disputed Jillin Island.

TREATY OF PEACE BETWEEN DROMODA AND KENNYLAND
1) Both Parties agree to settle their claims over the Jillin Island in exchange of recognizing their national sovereignty and independence to exercise sovereign authority over the agreed division (as per the picture) over the Jillin Island.
2) Both Parties agree that the People's Republic of Dromoda shall have the sovereignty over the upper portion of the Jillin Island (as per the picture) and as such shall have the freedom to exercises authority over that portion which shall be universally recognized as its own inherent territory and part of the People's Republic of Dromoda.
3) Both Parties agree that the Monarchy of Kennyland shall have the sovereignty over the lower portion of the Jillin Island (as per the picture) and as such shall have the freedom to exercises authority over that portion which shall be universally recognized as its own inherent territory and part of the Monarchy of Kennyland.
4) Both Parties agree to renounce any claims perpetually over the Jillin Island as part of the equitable division over Jillin Island as stipulated under this Treaty.
5) Both Parties agree that this Treaty shall serve as the foundation of their eventual establishment of friendly diplomatic relations and exchange of diplomatic missions and ambassadors to formally establish friendship between Dromoda and Kennyland.

On this setup, even if the Kennyland Government refuses to voice out their position on their own, they could be legally represented by the Ivanian Government provided that they have the evidence of authority to sign the agreement in behalf of the Kennyland Government. And the same thing goes for the People's Republic of Dromoda.
And to further bring legal weight and neutrality and fairness to the document, we can seek as well the vote of the WA Council to become the neutral witness to the agreement by way of signing this Treaty of Peace before the members of the WA Council, WA Parliament, and the WA Court of Justice, to show the world and the future generations that nations can work together, despite all different opinions, in the name of world peace.
On the other hand Mr. Tarajani Diplomat, how do you find these consensus reach solutions by the ambassadors and diplomats in this Moscow Peace Summit? May we know your opinion since we have also reached a conclusion for a neutralization of Jillin Island under the mandate of the WA Government which we find here more neutral since it not guaranteed by individual countries but rather the WA Government itself?
And also we are glad to inform you with which you can also send to our high ranking officials in the Shraman Conference that the People's Republic of Dromoda has officially accepted and agreed on Option 2 which only awaits the side of the Kennyland Government!"

First of all, we wish to say that it's impossible to achieve a breakthrough in a diplomatic conference on such a delicate and difficult issue soon after its beginning, Your Excellency, and we are sure you would understand this truth.
About our proposal: as mediators in a negotiation, we need to address the concerns of both parties, not of one side only.
Thus, we created a compromise between the Dromodian concerns to protect its own people, allowing them to live with their freedom, and the Kennyland concerns over the sovereignty of the island, which we cannot pretend to ignore, exactly like we cannot pretend to ignore Dromodian concerns. At the same time, we made it impossible to anyone to threatening the Dromodian ethnics in the island, or even Dromodian national security from the island itself.
This is the ratio behind our compromise.
About the documents you're showing us:
1) The first proposal would seriously harm the rights of sovereignty of Kennyland over the island, and we are pretty sure that the Kennyland government, nor Ivania in its representation, will accept it. Although there is an international disputer over the island, the Council cannot unilaterally decide to send forces in it without the explicit consent of the Kennyland government or its Ivanian representative.
2) We already discussed with the Dromodian government about feasibility of this option.

Because it doesn't address the disputed sovereignty of the Jillin Island. Your proposal is addressing only the sovereignty of Kennyland but not that of Dromoda, which it badly wants to be resolved, in which your proposal only promises protection of freedom which Dromoda itself could give if it forcefully retakes the territory. Isn't it?

But having a northern administrative province with just a Dromodian overseen administration would be acceptable to the People's Republic of Dromoda who just accepted and even endorsed the consensus proposal here to split the territory into two where Dromoda will settle for a little territory in exchange of peace with Kennyland? We had already a breakthrough on the Dromodian side willing to settle for less? Why not wait for the Kennyland Government to finally share their opinion and position on the matter.

Honestly, Your Excellency, we find very hard to hear such words about the violation of national sovereignty brought by Eurussia, which always refused any kind of intervention against its own interests, even when the international peace and stability risked to be undermined, hiding itself behind the words "national sovereignty". Thus, we find unacceptable, and even immoral, what you said about the opportunity to use the WA Government powers to deliberately break the sovereignty of Kennyland without even asking to its government for its full consensus.
Consequently, we are forced to keep stay on our own positions.
We will continue, any way, to find a diplomatic solution in the appropriate place, the Shraman Conference. We are sure that a solution will be found there between Dromoda and Kennyland without doing such a terrible breach of the constitutional rights Eurussia itself always pretended to defend.

We are not hear to listen to your lessons as if we, professional diplomats here, do not know what we are doing. We are not hear to discuss the differences of our two nations but rather immediately resolve the escalating tensions over the Jillin Island.
We cannot also understand why Your Excellency continue to insist on the appropriateness of the Shraman Conference as it is the best place to address the tensions. We are also offended that you can't appreciate the fact that we, diplomats here, are exerting efforts to find a breakthrough that seems to be hard to achieve in the Shaman Conference, which we understand, since it is a publicized peace talks.
And now, we feel unfortunate for Your Excellency if you can't accept the fact that we are able to make the Dromodian Government agree on a possible solution to the simmering dispute which even made you work and revise your proposals. We need no commendation nor recognition for our efforts, and for us, we had a breakthrough and we are contented with it. As diplomats, we are happy to help our leaders achieve settlement."

We commend the intentions of Eurussia; but we cannot avoid to remind you that, together with Dromoda, there's also another side, whose constitutional rights would be violated by your proposal until it will not express its consent.
What we said is not about the differences between our countries: this is a totally different issue, and we are reknown for our professionalism, thus not bringing in inappropriate places non-relevant issues.
For us it is simply hard to understand how the supposed paladin of constitutional rights and of national sovereignty could even think about saying that a breach to such rights should be necessary, since every time other countries made the same reasoning in specific situations Eurussia reacted with a sense of outrage. Thus, we are sure you'll understand our own feelings, right now.
And, about the Shraman Conference, for the last time: it is the only recognized place for negotiations. It is quiet obvious that we keep to refer to it as such.

Antanares will not pay this price and we will do everything is necessary to defend the territory of Kennyland, that, now, it's a territory of Kennyland, disputed or not. Honestly, Your Excellency, the term ultimatum means ultimatum. Exactly as diplomacy means talking. Alternatively, we do not know if Eurussia prefers another concept of diplomacy, but this is the only reasonable one.

[/size]Citing the commendable internationalizing of dispute the People's Republic of Dromoda made to finally pressure the Monarchy of Kennyland to speak up on the matter and resolve the long simmering dispute once and for all to bring long lasting peace in the Asian Continent and neighboring regions, it is in our belief that we must seek the WA Government's intervention,
Whereas, citing that it is the duty of the WA Government to ensure peace and stability in the world under the WA Constitutition, it is therefore imperative that the WA Council must exercise its powers due to the actions of the directly involved nations, particularly Dromoda and Kennyland, where the latter continues to remain silent while the entire world is looking for a diplomatic solution and the former continues to maintain peace despite its obvious loosening patience of the dispute.
With these, it is now high time for the WA Council to authorize the WA Armed Forces, to bring peacekeeping neutral forced in Jillin Island, the WA Department of Security & Justice, to bring civilian peace and order in Jillin Island, and the WA Humanitarian Organization, to bring humanitarian assistance in Jillin Island, thus temporarily making the disputed Jillin Island under the mandate of the WA Government.
This neutral status quo must be maintained until such time that Kennyland and Dromoda becomes ready to peacefully and diplomatically resolve the matter through bilateral talks or through arbitration before the WA Court of Justice. And any external party violating this status quo shall be considered a crime against the international communitt through the WA Government and blatant violation of the WA Constitution who mandated the WA Council to maintain peace and stability in the world.
Disputed Territory of Jillin Island: OPTION 2 (EQUITABLE DIVISION)
Citing the reluctance of the Monarchy of Kennyland to voice their position on their own, while the People's Republic of Dromoda prepares itself to enforce its authority over the disputed Jillin Island, the possibility of miscalculations is so high that could trigger an armed conflict. And if a Neutralization of Jillin Island is not enough, we shall consider having a negotiated equitable division of the disputed Jillin Island.
On this solution, the People's Republic of Dromoda could settle itself by halving less than half of the northern portion of the disputed Jillin Island, while the Monarchy of Kennyland could also settle itself by having more than half of the southern portion of the disputed Jillin Island. In support to this, we did the honors to craft a possible agreement that could be reach out and agreed by both claiming parties over the disputed Jillin Island.

TREATY OF PEACE BETWEEN DROMODA AND KENNYLAND
1) Both Parties agree to settle their claims over the Jillin Island in exchange of recognizing their national sovereignty and independence to exercise sovereign authority over the agreed division (as per the picture) over the Jillin Island.
2) Both Parties agree that the People's Republic of Dromoda shall have the sovereignty over the upper portion of the Jillin Island (as per the picture) and as such shall have the freedom to exercises authority over that portion which shall be universally recognized as its own inherent territory and part of the People's Republic of Dromoda.
3) Both Parties agree that the Monarchy of Kennyland shall have the sovereignty over the lower portion of the Jillin Island (as per the picture) and as such shall have the freedom to exercises authority over that portion which shall be universally recognized as its own inherent territory and part of the Monarchy of Kennyland.
4) Both Parties agree to renounce any claims perpetually over the Jillin Island as part of the equitable division over Jillin Island as stipulated under this Treaty.
5) Both Parties agree that this Treaty shall serve as the foundation of their eventual establishment of friendly diplomatic relations and exchange of diplomatic missions and ambassadors to formally establish friendship between Dromoda and Kennyland.

On this setup, even if the Kennyland Government refuses to voice out their position on their own, they could be legally represented by the Ivanian Government provided that they have the evidence of authority to sign the agreement in behalf of the Kennyland Government. And the same thing goes for the People's Republic of Dromoda.
And to further bring legal weight and neutrality and fairness to the document, we can seek as well the vote of the WA Council to become the neutral witness to the agreement by way of signing this Treaty of Peace before the members of the WA Council, WA Parliament, and the WA Court of Justice, to show the world and the future generations that nations can work together, despite all different opinions, in the name of world peace.

OOC: its as if I never delivered my position as the representative for KennyLand. KennyLand will appear when he can. I do not support this ultimatum. The fact that you have to make a new peace summit because you have problems with NT is a threat to peace.

"Thank you, Great Eurussia, for your invitation to this peace summit. I would like to begin by stating that, yes, I am a Dromodian-Yellasian. My ancestors came to the Kingdom of Yellasia as political asylum seekers. They were freethinkers; proud citizens of Dromoda wishing to better the lives of their fellow citizens- but they were targeted by none other than the Communist Party- specifically, its secret police. Fearing for their lives, they had no other choice but to illegally cross the Dragon Sea to Yellasia, where they were accepted as refugees and eventually became free citizens.
As a citizen of Yellasia, but a cultural Dromodian, I understand the experience of Dromodians separated from their familie's homeland. Formerly, the relationship between the People's Republic of Dromoda and the Kingdom of Yellasia was tense. Tensions were heightened at the end of the tragic World War, in which Yellasians and global citizens across the world fought against tyranny from unjust oppression and for the survival of the human race. The Yellasian and Low peoples- in a sense, forming distinct cultures, but also two parts of one nation- were reunited. Yellasia offered the Low Republic- in practice an authoritarian dictatorship and the provoker of war- a just peace. The two nations were only formerly reunited after a Low status referendum, giving Low citizens a choice on whether or not to accept the terms agreed to in the Treaty of Unification. Dromoda saw this as an act of imperialism- yet has used blatant military force on numerous occasions to expand its borders. It happened in Wuhei- who eventually had their autonomy stripped- and now the Dromodian leadership wishes to do the same in Jillin Island. Dromoda is doing worse than what it has criticised in the past.
Tensions were thawed after another Low status referendum. Now, Dromoda and Yellasia are a great example of opposing ideologies working together. The two nations have achieved peace, cooperation, and prosperity. Now, Dromodians can travel to Yellasia freely, the two nations engage in free trade, and even share sovereignty over much of the Dragon Sea. Dromoda itself has made improvements in the area of civil rights- though much work remains. Why is the Dromodian unwilling to offer the same genuine cooperation it has towards Yellasia to Kennyland?
As a free Yellasian citizen- a citizen of a country where I am free to practice my Dromodian culture- I know that the issue of ethnic Dromodians abroad cannot be solved by invasions and occupations. It must be achieved through diplomacy, and legal protection of minority rights. Kennyland offers protections to all minorities- including ethnic Dromodians- in its constitution.
Article 13 states:
Racism, Sexism, Homophobia, and discrimination or segregation of any kind will not be tolerated and shall be considered a worse crime than the highest of treason.
Article 21 states:
All registered citizens shall have the right to vote, race, heritage, sex, and sexual preferences non-withstanding.
Kennyland may not be the greatest example of a bastion of civil liberties, but it protects the rights of its minorities. It's track record is better than that of Dromoda, and there is considerable evidence from Dromodian policy that suggests Kennylanders will face greater oppression under Dromodian rule.
It is also notable that Dromodian political culture is mired by propaganda. The Dromodian leadership claims that Dromodians were the first to settle the island during its colonial area. Kennyland also has a rich history dating back thousands of years, and it cannot be proven that Dromodians were the first to settle the island. Serious historical analysis between members of both nations must take place before any definitive decision can be made.
It is for these reasons that Dromoda's attempt to conquer Jillin Island are unjustified. A 24 hour ultimatum is a blatant use of force. Splitting the island into two can potentially result in forced migration, so it must immediately be scrapped. Regardless, Kennyland is under no obligation to surrender any land to the People's Republic of Dromoda.
The United Kingdom of Greater Yellasia is willing to discuss potential solutions of demilitarised joint sovereignty- not in the form of national zones- or autonomy for Jillin Island under Kennylandish sovereignty. We are also devoted to the rights of minorities within any country- including ethnic Dromodians in Jillin Island. We do, however, reject the reasoning given by the Dromodian leadership, and are not willing to compromise on anything until Kennyland is actively negotiated with through peaceful dialogue."

We also welcome the views and opinions of the Foreign Ministers of Ivania, New Zealand, Eurasia, and Tokugawa on over the two possible Options in resolving the dispute where the OPTION 1 - Neutralization has gained the consensus of many in this Summit as a last peaceful resort to the silence of Kennyland and the diplomacy of Dromoda.
However, I do believe that we are already halfway through in resolving this dispute finally, as we were able to get the nod and approval of the People's Republic of Dromoda having them endorsed OPTION 2 - Equitable Division of the disputed territory. Hence, we shall just simply await for the official position of the Kennyland Government on the matter. If they say YES, then the dispute is all over, if NO, we can work out and try to find new solution or if they prefer Option 1.
On the issue of ultimatum, I do believe that after the world had been shaken by this dispute and after all political and military posturing of allied nations of the two parties involved while Kennyland maintained its silence, this peaceful and diplomatic ultimatum is a useful tool to convince the Kennyland Government make itself known..."

By the way, the Kennyland government will express its position to the Shraman Conference. In case, we suggest you to propose these Options to that Conference, in order to make well aware of them all the Heads of State and Government who are meeting there.
On its own side, New Tarajan will continue to uphold its own proposal.
In the meanwhile, since Their Excellencies seem to have provided some options which could help the Shraman Conference, I suggest to dismiss this informal meeting and leave the Leaders to discuss the options proposed until they reach a political agreement.
