(Rejected) War Crimes Act
This proposal wants to make sure that countries that make war crimes will be punished by international court. This is what I call, WAR CRIMES ACT.
1) Countries that make crimes against humanity must be punished. Crimes against humanity are massacre, extermination, experimentation of people, cannibalism, torture, slavery and slaughtering of people.
2) Countries that makes genocide of people Must be punished.
3) Countries that makes crimes of aggression must be punished. Crimes of aggression like military invasion and stealing of territories of other countries.
4) Countries that make slavery labor camps, abusing prisoners of war, killing innocent civilians, protecting foreign leaders wanted in original country, murdering civilians, slaughtering hostages in wars must be punished.
5) Countries that make rape of citizens, mutilating people, beheading, unhuman treatment, torture, and other war crimes must be punished.
6) Countries supporting terrorism must be punished also.
7) Countries violating this must also pay their victim countries aside from punishment like 1 billion dollars for every crime. And also sanctions.
I want to help to have a better world for all in peace. And stop abuse of innocent people of the world. So please support.

Eurussia would like to express concerns on the general implications of the proposal since it is not in detail and could infringe on several contentious aspects of state policies.
1) What kind of massacre should be considered as a war crime?
2) What kind of extermination should be considered as a war crime?
3) What kind of military invasion should be considered as a war crime?
4) What "other war crimes" in Section 5 should be considered as a war crime?
5) How should victims be determined on implying a war crime violation?
We hope that our concerns will be addressed accordingly.

Eurussia is against. On the other hand, the Eurussian Government would like to make it clear that our opposition on the proposal of the New Korrean Government should not be treated as a blatant opposition to any international regulation about war crimes. But due to the non-clarity of our required clarifications, we have made the necessary vote for the best of our interests and that of the international community.
