In light of the recent escape of a high target convict, the Corralejoan Government finds it necessary to found an international institution that will actively support international cooperation between our nations police forces. rHence, we propose the World Alliance Police Organization Act.

1) Objectives


The World Alliance Police Organization, from now on referred to WAPO, will actively promote international police cooperation with the ultimate goal to apprehend criminals and suspects that have crossed national borders.

2) Mandate & Activities

The WAPO will be given a mandate to review potentially confidential police information and will be granted acces to all available police databases including license plate registries and traffic regulation cameras. To protect national sovereignity, the WAPO will not be authorized to arrest or detain criminals themselves. The WAPO will pursue and track criminals but when it comes to the arrest, the WAPO will go in alongside the related national police who will make the arrest. If there is a outstanding WAPO warrant for the a criminal, nation A will be forced, under the WAPO Act, to extradite said criminal to nation B. Should a warrent be lacking, said criminal may be prosecuted in the nation he was arrested in.

3) Leadership

As founding father of the institute, a Corralejoan police official will preside over the WAPO. However, leadership of the WAPO may be subject to change upon a nation's request. A presiding term is 6 months. Elections may be held at request, a minimum of 5 votes need to be cast and a candidate needs a majority of the votes (51%) to win the elections. When no candidate recieves a majority, a second round will be called with the two candidates getting the highest number of votes taking part. Should the minimum of 5 votes fail, new elections will have to be held. If, after two consecutive elections no consensus can be reached, the current presiding officer will remain in position for another term.

4) Organization

The headquarters of the WAPO will be based in the diplomatic district in Moscow, Eurussia. Every nation within the WA will have a representation to the HQ as well as a fully functioning office in said nation. This may be virtually anything ranging from an entire building to a seperate floor in a police station.

The organization will be funded for the most part by the Security Council, voluntarily financial support from members is encouraged but not mandatory. The WAPO will present a full report on its financial status every other term.

5) Membership

Every nation within the WA will automatically become a member state. The World Alliance Police Organization Act provides a legislative framework for the organization whilst keeping in mind the sovereignity of each nation.

Ireland's proposal is fair and we agree. To be frank, we were just waiting for some party (be it Trinity Sector or Eurussia) to officially open this act up for debate. We'll change the HQ to Moscow directly.

Eurussia is deeply honored and privileged to have been chosen by the international community as the possible host of this prestigious international organization. But we would like to clarify, that only the headquarters of the WA Security Council (the de facto headquarters of the World Alliance) is based in the capital city of Moscow.

Other international organizations are based on another large city in Eurussia, at the City of Saint Petersburg such as the WAHO, WACA, WAPF and WASA. Furthermore, as other heads of state have experienced, all State Visits and Official Visits in Eurussia include the visit to the Saint Petersburg to pay a courtesy visit to these international organizations.

Thus, we suggest that if the Security Council approves for it, that the future WA Police Organization be based in Saint Petersburg, instead of Moscow. This is to make sure that the supreme governing body of the world is the only one based in Moscow and all its subordinate bodies are based in Saint Petersburg, if only if the international community permits it.

Eurussia would like to request the proponent to provide further explanation on how a WAPO warrant can be obtained or achieved by a requesting sovereign state. 

Furthermore, we would like to express concerns on the highlighted provision of the proposal imposing a mandatory extradition mechanism to all its member states which under the proposal itself refers to all nations of the world (WA). In the usual norms of diplomacy, an extradition 'treaty' (not just a bilateral agreement but a treaty) is required for two sovereign nations to perform an extradition which does not necessarily means forces each other to hand over a wanted criminal towards the other since all procedures will be subjected in all agreed mechanisms of the two countries. For this instance, the proposal speaks for a forceful extradition between or among nations which for Eurussia is a blatant violation of our national sovereignty since we will lose our state power to decide for the people within our national territories bound by our own national and local laws.

We are hoping for clarifications.

We also share the concerns of Eurussia. I think mandatory may be taking it a bit far.

Due to this provision, Eurussia is against. We would like it be known that if this proposal becomes an international law, our government will take the necessary measure to strike down this provision or the entire law itself due to the unaddressed concerns we have about the mandatory extradition mechanism which we believe is a very clear violation of every country's sovereignty.
