My proposal wants to declare war as illegal and all countries doing that must be punished. 

1) War is illegal. If countries makes war without being attacked and for no reasons, they must be punished.
2) Countries making wars must pay fine of 1 billion dollars and pay their victim countries 1 billion dollars per month for 10 years.
3) Countries making wars amd countries supporting that wars and supplying weapons to wars must be punished.
4) Countries making wars must have sanctions, embargoes by world nations for 10 years.
5) Countries making wars where leaders must be put to international court for trial and punishmemt including military officers and government.

An inconsistency right off the bat: How can war be illegal but also allowed if you have justifiable reasoning?

This proposal is horribly organized and, in our opinion, puts way too much pressure on wars. War can be justified, but the actions taken during them are usually not.

While I am not the biggest fan of war I am opposed to this. I would support this if it said that if a person starts a war without probable cause and warning then they will be charged. But how do you plan to stop war out right?

You cannot supress the will of man from fighting or even declaring war on each other. It's these kinds of documents that start wars then ending them. I may not be on the council, but you better know that I do not support this.

It says it is illegal to make wars if you are not attacked because it means self defense which is allowed right?

It would be better if a country if forced to pay the damages no more no less. Not all wars equal 120 Billion dollars in damages.

1.1. The United Kingdoms find it obvious that every nations should have the right to defend themselves.
1.2. "for no reason" is not clear enough. To make this proposal work, we would need to work out a list of casus belli, separating acceptable and unacceptable ones. Even that would be pointless, in our opinion, since every casus belli, even if they would fall in the same category, would differ because the overall situation would be different.

2. As it has been said before, compensation for war damages should not be set as a fix value, since all wars differ in damages. Collateral damage can not be avoided either.

3.1. They must be punished, yet this proposal sets no means for punishment.
3.2. This point is chaotic aswell. Why should a country that produces weapons and sells it be punished for what their weapons are used for? What if country A. sets an agreement of supplying country B. with weapons for 5 years, and then country B. goes to war? Why should a neutral country be responsible for someone elses actions?

4. Same concerns as point 2.


On another note. Would this proposal affect conventional wars only?

What about fourth generation warfare, unconventional warfare, proxy wars, etc.?
