(Dismissed) World Alliance Health Society Act
World Alliance Health Society (WAHS)
I, The Social Democracy of New-Zealand, propose that we hereby set up the World Alliance Health Society with the intent of providing the immediate medical need required in cases of emergency. The WAHS WILL NOT act as a form of free public healthcare for all WA Members, but will provide immediate aid such as that in a nation wide (If not region wide) health crisis. This aid will primarily be setting up quarantine zones and working on cures for the said infection/disease. In cases of natural disasters (Earthquake's, floods, droughts etc.) the WAHS will provide immediate first aid and primary care through the form of refugee camps which supply the affected persons with food and clean water.
Funding :
The funding for the WAHS shall be done via a mandatory 0.25% increase in tax for ALL "taxable" nations. The tax shall not be paid from the individual citizen, but shall be collected from each respective government at the end of the financial year.
Taxability :
In order for a nation to be considered "taxable", they must have a GDP/Capita of $25,000 or higher. If a nation falls below that threshold, they will be exempt from paying any "tax" to the WAHS.

Eurussian Vote
Eurussia votes AGAINST this proposal citing that it interferes with the internal affairs of a nation and a direct violation of Article 4 of the WA Constitution.

Re: (Dismissed) World Alliance Health Society Act
Just conforming :
If you have tax rate of 45%, it will become 45.25%. Likewise 60 would become 60.25 and etc.

Re: (Dismissed) World Alliance Health Society Act
Eurussia inquires from New Zealand that does it believe that under the proposal, all governments are required to raise their taxes to fund the proposed World Alliance Health Society from their citizens?
If this is the case, does it believe also that if the above mechanism is implement does it have a direct on internal financial management of these governments?
We wish to be clarified to be convinced.

Re: (Dismissed) World Alliance Health Society Act
The WAHS will just calculate just how much money is owed by the government (0.25% of taxable income) and bill it to each individual nation at the end/start of each financial year. We will not have direct contact with the individuals of each nation, but will merely act as a "tax collector" and collect the WAHS fund from each individual nation. Obviously in order to be "taxable" you will have to have a certain threshold which shall be set at a GDP per capita of $25,000 (Nationstates Dollars). If a nation falls below that threshold, they will be exempt from paying "tax" to the WAHS.

Dromoda Votes no
A nation should develop a healthy environment for itself and its people without the watch of other nations.
this is a moral issue, if a nation is strong enough to do this on its own, than its more an insult to the nation.

Eurussian Vote
Eurussia is not convinced with New Zealand's explanation and such scheme of financing the proposed WAHS through designation of a tax percentage is already a breach of internal affairs. Hence, we are still AGAINST.
In addition to this, the term "tax collector" is unacceptable to us since we will never be owed to any other entity unless with our will take a debt to be owed.
