(Dismissed) World Alliance University Act

The Eurussian Government in its aim of integrating the knowledge of millions of students in the region by way of promoting common good among nations; in aim of fostering closer cultural understanding through research and development; in aim of helping the World Alliance Government conduct its programs and policies; and in aim of promoting peace and prosperity, hereby proposes the proposed law below to the honorable Security Council;

WORLD ALLIANCE UNIVERSITY ACT
Authored by the Empire of Great Eurussia

Section 1)

The World Alliance University shall serve as an independent international academic institution of voluntarily participating nations dedicated to the generation and transfer of knowledge and aimed to  contribute, through collaborative research, capacity development, education and advisory services to efforts to resolve the pressing global problems of human survival, development and welfare of the World Alliance.

Section 2)

The University shall be governed by the Board of Rectors which shall be composed of the heads of the national universities of all member states who shall have the authority over the administration and supervision of the organization.

The Board of Rectors shall decide via super majority approval always.

Section 3)

The University shall be headed by a President elected by the Board of Governors from themselves whose responsibilities shall be the leader of the organization, spokesperson of organization, facilitator of the organization, coordinator of the organization, chairman of the board, spokesperson of the board, facilitator of the board, and coordinator of the board.

The President may be elected or removed any time by the Board.

Section 4)

The University shall only accept membership from nations whose allocation for Education from their National Budget shall not be lower than $1,000,000,000,000 to show a prospective member state's commitment and desire in the promotion of education.

The budget allocation shall be supported by reliable statistics from the WA Tracker.

Section 5)

The University shall have the following institutes of studies:

* Institute of Advanced Studies
* Institute of Global Health Studies
* Institute of Natural Resources Studies
* Institute of Development Economics Studies
* Institute of Sustainability and Peace Studies
* Institute of Innovation & Technology Studies
* Institute of Environment & Human Security Studies
* Institute of Comparative Regional Integration Studies

Section 6)

The University shall accept students from the registered national university of a member state provided these prospective students completes the necessary requirements to become part of the University where all its conferred degrees and honors have international status.

Section 7)

The University shall allow the government of its member states to utilize all its researches,  results, findings, theses, proven studies, and other international programs necessary to aid the concerned government in its policy making.

Section

The University shall have a voluntary membership and must be located in Moscow, Eurussia.

Marquette hereby votes AGAINST this bill. We do not think the idea of an international university is required, as there are plenty of universities worldwide that cater to students of many nationalities. We also are strongly opposed to any more organizations being based in Eurussia.

We vote in favour of this bill, as it will work nicely alongside the Patrician Universities.

We wish to let this good nation know that the proposed university will not act like normal universities as it will function as an academic institution for academic professionals aimed in conducting extensive research and studies on various problems of the world and help member governments in their policy making using those studies worked out by the qualified and brilliant students that will be privileged to become part of this University.
