OOC: I just realised that since the Catham Islands joined the United Kingdom of Greater Marquette, it is now a member of the Vinatta Union. Feel free to post in here now.

Yeah, it's brought up a huge storm of confusion and controversy... Basically I control the Marquetien States (Marquette of Pacific, Marquette of Wyland, Marquette of Ostfort, Marquette of Arctic, and Fuertaventrua) and he controls the Catham Islands as his own nation, but still answers to the United Kingdom's federal government on some issues, but not many.

Greater Yellasia wishes to propose an anti-spying bill into the Vinatta Union Parliament that would prohibit any members of the Union from spying on other member states. In addition, we are considering proposing reforms to our Union's system of government.

We recommend that the US Navy's request to join the Vinatta Union be suspended until the end of the COJ's current investigation. When we know all the facts, then we should act on his membership.

I'd go further to say he just shouldn't be allowed to join. I don't want him in the VU.

First draft of the proposed new constitution:

Preamble: This Union shall be established among a set of nations of a shared history and common values. We seek to strengthen the ties amongst our nations; to champion freedom, democracy, and equality; to maintain the rule of law; to promote the fair treatment of all peoples; to encourage economic, social, and political cooperation; and to unite our nations into one without sacrificing their sovereignty or individuality.
Article I: The legislative body of the Vinatta Union shall be the Vinatta Union Parliament. It shall consist of 527 seats, elected by all Vinatta Union citizens at or over the age of 18, who shall serve five year terms. Parliamentary representation shall be determined via population apportionment, with each constituency holding three seats in Parliament. Autonomous regions within each member state must have a constituency(ies) of its own.
Vinatta Union citizens shall also elect the President of the Vinatta Union, who shall be tasked with overseeing the Council of Ministers; whose members must all be elected members of Parliament, and whose appointment is subject to a majority approval by Parliament. The Council must have at least one member representing each member state. The Council of Ministers shall carry out executive affairs as set by the Parliament of the Vinatta Union.
The Vinatta Union Commission- a meeting of all heads of government of individual member states shall also take place at least once a year. These heads of government shall be tasked with discussing Vinatta Union matters and helping to direct Vinatta Union policy.
Article II: The Vinatta Supreme Court shall be established, consisting of eleven justices, vacant spots appointed by the President of the Vinatta Union for ten year terms, subject to the approval by a majority of Parliament.
The Supreme Court shall function as the constitutional court of the Vinatta Union, and shall also be tasked with international issues not able to be settled by individual member states.
Article III: Parliament shall have exclusive competency in areas relating to the Vinatta Union administration, the customs union, rules of the common market, and certain international diplomacy and defence agreements that have been improved by all member states.
Parliament shall also share competency in areas relating to the internal market, agricultural policies, environmental policies, transportation networks, energy, the establishment of a common currency, and the protection of citizen’s rights.
Individual member-states shall remain sovereign nations, and only relinquish all authority to the Vinatta Union in areas of exclusive competency unless otherwise stated in this constitution. Thus, member-states have the ability to opt-out of policies deemed as shared competencies. The Vinatta Union may establish executive agencies and laws not stated as exclusive or shared competencies, but these may only be passed in accordance to the laws of individual member states.
Article IV: The Vinatta Union shall have legal personality and may establish joint international policy- including the signing of treaties and membership of other international organisations- subject to the approval of individual member states, unless otherwise stated by law.
Member states agree to joint defence and security, and will aid each other in the event of invasion.
The Vinatta Union may establish joint military forces, though the participation of individual member-states shall never be compulsory.
Any member-state who invades another shall face immediate suspension.
Article V: The Vinatta Union shall be a unified economy defined by a common market existing between individual member states. Vinatta Union member-states agree to a customs union, and the free trade of capital, goods, and services.
Article VI: The Vinatta Union shall establish a common citizenship. Citizens of member states will also obtain Vinatta Union citizenship. Citizens of the Vinatta Union are entitled to all the rights, privileges and immunities of those within their respective member-state, regardless of the member-state to which their citizenship belongs. The only exception to this rule shall be residency or citizenship requirements in individual member-state elections.
Member-states shall establish open borders with each other, and shall allow free travel of all Vinatta Union citizens between countries for the purposes of work, study, family reasons, retirement, or any other form of residence.
Article VII: This constitution may be amended via a two-third supermajority of Parliament in addition to the approval of individual member-state’s heads of government.
New members may only be admitted through close historical, political, and cultural ties to current member-states, subject to a two-thirds supermajority approval of Parliament in addition to the approval of individual member state’s heads of government.
Any member-state may leave the Vinatta Union through the will of its people- through a majority vote of its legislative body or through a majority approval via referendum.
Article VIII: All citizens of the Vinatta Union are entitled to the following rights:
The right to life, freedom from torture, slavery, and involuntary servitude.
The freedom of speech, freedom of religion, freedom of thought and conscience, and the right to assembly peacefully.
The right to equality in education, the work place, marriage, and asylum.
The right of workers to fair working conditions.
Equality before the law, regardless of race, nationality, religious affiliation, sex, gender, sexual orientation, or disability.
