International Union of Nations Proposed Constitution
Preamble The Planitan Union, The Great Empire of Ireland, the Empire of Great Eurussia, and the Social Democracy of New-Zealand establish the International Union of Nations and hereby declare these following principals in Article 1.
Article One: Goals
All Union Member States will commit to promote the common welfare of member nations and the Alliance as a whole by economic cooperation, military unity, and the creation of projects for the greater good. In our aim in maintaining a stable and prosperous World Alliance we must work together for the common good.
These goals will be promoted both with common measures by the Council.
Article Two: The Union Council
The Union Council is the main legislative body of the Union which consists of all the members of the Union.
Its main function is to constitute and debate new laws; propose and enforce military and diplomatic resolutions; approve Union Member’s applications; and impose Federation Emergency Plans (F.E.P.) if needed.
All Union Members must obey all laws, resolutions and Plans when ratified. Failure to do so will result in the offending member’s revaluation of Federation membership.
The Council must vote its President, who oversees and moderate its sessions, with a term, of two months, not instantly renewable, with a majority vote.
When an application is submitted it must have signatures of 25 percent of the total members of the Unionl. An application may may be on the subject on but not limited to the following; a defense or peacekeeping plea; a location for a humanitarian project or program; create tariffs or consortium. The application must also state the reason for why and what the application is going to do.
Article Three: The Secretary General
The Secretary General is the head of the executive branch of the Union. She/he represents the Union, oversees (in the most important cases) the sessions of the Council, and recommends laws, resolutions or plans. The Secretary General may nominate a secondary Secretary General to help him/her. If there is a tie in the Council the Secretary General may break it.
Article Four: The Union Economic Community (UEC)
Any members that choose to join this economic union shall have free and unrestricted access to all UEC members market unless made otherwise. UCE members have the option to join the UEC Consortium co-owned by all the members of the UEC. All who donated to the Consortium represented in the Consortium by their government appointed entities. All members will equally divide the ownership and management of the Consortium. When a product is purchased from the consortium, seventy five percent of the revenue will go to the owner of the corporation, twenty percent to the remaining members of the UEC Consortium and five percent to the Union’s coffers.
Article Five: The Union Defense Force (UDF)
Any member that joins the military union is automatically guaranteed protection from any hostile members. The main goals of the UDF are protection of all members in the UDF and international peacekeeping efforts. The Defense force can be mobilized without authorization, if the need is urgent, however to use the Force as a peacekeeping force, there must be permission from the Union Council. The Force is only meant to short term missions and not for long term occupation.
Article Six: Union Human Welfare Community (UWC)
Any member that joins the UWC will help in humanitarian missions or projects and programs that will increase the welfare of the people of the World Alliance. UWC members will help build and fund those projects and programs that are approved by the Council. For the program or projects to be helped by the UWC it must benefit humanity as a whole or has the potential to. The UWC may also help with humanitarian missions in countries that have major damage to their infrastructure. The UWC may also give financial aid to Union member countries or countries in economic distress.
Article Seven: Membership Fees
All members are required to pay membership fees once every two years. All members must pay five million dollars to help fund the Union. If a member is unable to pay it must submit a proposal to the Union Council for it to be exempt from the Fees.
Article Eight: Ratification
This Constitution will go into effect instantly after all Founding Members sign and approve this Constitution.

Well here is what I believe should be in it.
It is a nation has the right to our help
The IUN will be a Peace Keeping but also a Protection force.
The IUN should also fight terrorists that are active in Foreign countries
The IUN will take a neutral stance on Civil Wars meaning we can send a peace keeping force but they cant take sides.
We should also have a thing for like Economical Aid in there
A nation should have a back ground check before entering the IUN.
My plans
My plans for the Union Economic Area A we all own a piece of the super corporation. Whenever they make a sale, the seller and the Union gets money
for the UWC, whenever a country that is devastated, they can pay us a small fee and we can help them rebuild to better than they were. It is also for improving the people's lives who are in the Union.
Here are the membership options and their explanation
1. Union Economic Area (UEA): If you are in the UEA, you have access to free international trade or you can donate a part of your corporation to be co-owned by the Union. Any profit they make will sent to you and to the Union's coffers. The first part is self-describing you have access to free trade to all Union members. Also you can donate part of your corporation to be part of the Union Consortium. Essentially a part of your corporation will become part of a super corporation that we all own. When someone makes a purchase, the sellers make 50% profit and the rest goes to the Union’s coffers. A benefit of the Consortium, that the Union also pays 25% of the expenses that you make. Also your corporation might be used in the UWC.
2. Union Defense Force (UDF): If you are in the UDF you have protection from other countries that have an eye on you. To join it is recommended you donate to the military with units and funds. A defense and peacekeeping force, this force is not for offensive purposes. To use it for peacekeeping forces, there must be authorization.
3. Union Human Welfare Community (UWC): If you are in the UWC you can help improve the world. Any members of this part of the union help fund humanitarian projects and missions that are approved by the Union. The main core of the UWC is to create and or fund projects that will benefit humanity as a whole like massive solar power plants or large irrigation projects. The UWC can also be used to rebuild destroyed or damaged communities. The non-profit organizations are for this. To fund a project it must be submitted and approved.
Membership fee: 250,000 per year

The debates will start as soon the New-Zealand and Farshonia comes, however Eurussia you may start outlining your ideas for this organization.

Eurussia supports free trade throughout the union and we are willing to provide help through the welfare policy of the union. We are willing to provide financial aid.

Eurussia would like to have an assurance that resolutions of the Union Council will never infringe on our sovereignty. Second, membership fees of 5% of a nation's GDP seems a but to discriminatory with members that have very weak economies but we must be fair to all.

Yes I must agree where is the reassurance that this will not infringe on out sovereignty. Yes 5% of our GDP is 141,944,566,934. I wouldn't give that much to Eurussia if he marched his army right to Dublin.
