I vote that we should go with Section 7 because it keeps nations more sovereign (OOC IT MAKES RP MORE INTERESTING)

1.All in region nations must register if they have nuclear weapons or not.
2.Nuclear energy development will be legal.
3All nations with nuclear power plants will be required to let inspectors in every 6 months to check on safety regulations.
4.Nuclear Development should be allowed as long as the weapons are not used in region.
5.The weapons that exist should be allowed to be kept. New development should be carefully monitored by an inspection agency.
6.The inspection agency should report every month with status updates on perspective nuclear powers.
7.No nation may make a preemptive nuclear strike on a nation they are not already at war with.
"Now. Write on your piece of paper the one you vote for. The majority decision will be the one included. We as the host will not vote."
The Defense Minister stands and said,
"We abstain from voting since Section 4 is the spirit of this Nuclear Summit. If this will be rejected, better yet not pass the entire law as a whole. We absolutely reject Section 7."
