We deeply thank our Antanaresian ally. We will wait now for response from the other Members and from Farshonia.
The forces of SECURS will be put under the framework of a SECURS Joint Command. They will come back under national control after the end of the intervention.

Aloia fully supports a SECURS intervention in Farshonia to fight the Nazis. The 2nd Fleet, including the nuclear-powered supercarrier HMS Sundstrom, is at the disposal of the task force, as well as the 23rd and 24th divisions of the Royal Army. Aloia also has more resources we'd be willing to make available to our SECURS allies, if the need arises, including the 5th Fleet and other forces we have stationed in Arveyres.

Elements of the 1st Fleet are at sea as we speak and could easily be diverted to Farshonia.
Our largest carrier H.M.S Twilight can also be moved to aid SECURS operations.

In light of recent events, Atletius will increase its contribution to the SECURS task force.
Elements of the 3rd Fleet and 2nd Army are now en-route.
The 2nd army is approximately 20,000 men and 2,000 tanks.

Aloia increases our commitment to the mission. We are sending the 5th fleet and the 10th, 11th, 12th, and 13th divisions of the Royal Army to the combat zone from their stations in Arveyres. We are also sending numerous squadrons from the Royal Air Force.

the new session of the Assembly is OPEN.
As you know very well, one of the main focuses of this meeting will be the modernization of our organization, through the strenghtening of our ties. We will gladly accept any new proposal.
For the moment, the Tarajani government would like to invite our allies to think about the following points:
1) The creation of an official SECURS Joint Military Command, based on the following Protocol, open to all Member States for signature (it's not mandatory, of course)
2) The election of a SECURS Delegate to the World Assembly (with a modification of the Article 6, related to its functions, to be corrected due to the new role of the Organization inside the World Alliance).
3) The election of the three judges of the SECURS Court of Justice.
4) The election of the President of the Council for Economical Affairs.

Preamble
The signatory nations, resolving
To promote peace and security throughout the world with all necessary efforts, as stated in the SECURS Founding Treaty;
To strengthen their capability to provide a fast and effective response to any threat would endanger any other Member State of the SECURS, as stated in the Article II of the Founding Treaty;
To contribute to the fight against totalitarianism in all its forms, and against the so-called Rogue States, which threats the security and prosperity of the International Community;
To make integration and cooperation between SECURS Member States a pillar also in the military field, in the respect of the International Law and of the inviolable human rights;
Agree as follows:
Article 1
Every Signatory Nation agrees to the institution of the SECURS Joint Military Command (J.M.C.), as an integrate force, with the functions of SECURS military branch, in order to respect and promote the ideals stated in the Founding Treaty and reaffirmed in the Preamble of this Memorandum.
They agree to contribute to the establishment, reinforcement and commission to effectiveness of the J.M.C. with all possible means, commensurate to the dimensions and capacities of the single Nation, making available their armed forces and facilities, and all kind of assistance.
Article 2
The J.M.C. is the military branch of the SECURS, and answers directly to the High Commission for Foreign Affairs, which decides about its deployment and political strategy. However, these decisions will be made without the contribution of the representatives of those Member States who didn’t previously sign this Memorandum.
The J.M.C. is composed by four branches: the Joint Army Command (J.A.C.); the Joint Naval Command (J.N.C.) and the SECURS Space Command (S.S.C.). The executive branch of the J.M.C. is the Joint Chiefs of Staff Command (J.C.S.C.).
The military bodies answers directly to the J.C.S.C. and to the SECURS, without any influence of single Member States.
Article 3
The J.C.S.C. is composed by the Chiefs of Staff of all Signatory Nations.
Its main function is to provide the J.M.C. with a common strategic guide, after the High Commission for Foreign Affairs has decided about the deployment of the J.M.C., providing also counseling and assistance in military and strategic matters to the Commission itself and to all Member States and allies which request it.
The J.C.S.C. elects every six months the Supreme Admiral of the SECURS Space Command, as independent member of the J.C.S.C. itself.
Article 4
The J.A.C. is the Army branch of the J.M.C.
It is composed by contingents from all Signatory Nations, the numbers and quality of which are decided by the single governments in coordination with the J.C.S.C. and the High Commission for Foreign Affairs every six months.
Article 5
The J.N.C. is the naval branch of the J.M.C.
It is composed by contingents and vessels from all Signatory Nations, the numbers and quality of which are decided by the single governments in coordination with the J.C.S.C. and the High Commission for Foreign Affairs every six months.
Article 6
The S.S.C. is the military space branch of the SECURS.
It is a completely independent body, with the the duty to protect and enforce the interests of the SECURS in the outer space and Earth orbit.
Unlike the J.A.C. and the J.N.C., the S.S.C. is composed by SECURS military, not related to any Member State, specifically transferred from nation military forces or trained in the SECURS Military Academy.
The space fleet vessels will be provided by an international consortium composed by the major industries of the sector of the Signatory Nations. The consortium will be organized under the supervision of the Council for Economical Affairs.
Due to the specific contest in which the S.S.C. operates, Signatory Nations can submit a reserve on this Article if they not believe to be in their interest to participate in the construction of the S.S.C.

Eurussia also supports the creation of the Joint Military Command for as long as it will never infringe on our sovereignty. We also express our interest to become a jury in the SECURS Court of Justice. We reserve our right to question the constitutionality of these proposals if they do not adhere to the principles of the WA Constitution.

As specified in Article 7 of the SECURS Charter, the main goal of the Court of Justice of this Organization is to "provide consultation and arbitrage for all Member States and the Assembly, and to promote the respect and progress of International Law."
This means that, if two Member States (or the Assembly, or some other body) is involved in a dispute, it can ask for the Court of Justice of SECURS to arbitrate it. Of course, it is valid only inside the Organization.
I wish to remark that I believe one of the most necessary role of the Court is to provide consultation, in order to continue the advancement of International Law between the Member States.
I sincerely don't believe there is any possibility of unconstitutionality in all this concept.
About the Joint Military Command: first of all, it's not mandatory. Since the Protocol is attached to the Charter, but not part of it, Member States can freely choice if to participate to it or not.
About eventual concerns of infringmenet of national sovereignty: we are quiet sure that there is no risk, since the only aim is to better improve the coordination and integration of our forces, on one side, and to create a contingent able to rapidly intervene, when and where it's necessary, acting as a unified force (if you want an RL example: NATO Rapid Reaction Forces).
Member States will continue to enjoy full sovereignty over their military.
Let me make an example: imagine the spread of a civil war inside New Tarajan. The SECURS will intervene with the J.M.C. as a unified body, not differently from what happens with the WAAF. As Secretary General, I should make the related news, while coordinating with the other Member States about the actions to take. The difference with the WAAF is that we will have a permanent contingent, thus avoiding to choice, case after case, how many troops every single State has to deploy.
If you agree, we can also add a specific clause stating the possibility, for the J.M.C., to be used in missions under the aegis of the WAAF. The SECURS could indeed sign a specific agreement inside the WAAF. This would increase the effectiveness of our interventions, and of the interventions of the WAAF itself (when, for example, SECURS has already deployed troops).

Aloia very much welcomes New Tarajan's ideas for the development of SECURS.
We suggest establishing some kind of student-exchange program between SECURS member states, so young men and women from our nations can experience all the vibrant cultures represented here, and build ties between our peoples, not just our leadership.

The proposal of Aloia is very interesting. I believe this exchange-program would increase the benefits this Organization could give to the Member States.

We support the idea of Aloia, and would like to point that an international university system could be easily tied into the WAESCO (World Alliance Educational, Scientific and Cultural Organisation). We would also be willing to be a participant, offering our Academy of the Ardevaincourt for the system.
