This is Texania, right? If so, you have to subtract this delegation from the original Texanian delegation. You must subtract the amount you wish to send from a puppet from the amount you send from the original state.

#1, it would make less sense for me, with puppets of over 1 billion population (sans NST), to be able to send as many delegates as I can; thus giving me the opportunity to empty my whole puppet storage into the nation and sign up for the Olympics. It stands as it stands for realistic purposes.

#2, I made the edit after the bill had been passed, and it had never been challenged until now, AFTER conduction and starting of a Games has already occured. It would be much of a problem to bring progress that we currently have to a halt. Being the sole active board member of this organization, I changed the rule without anyone bringing it up in the thread.

Honestly, there's no need for such a rule. If a State is not recognized by the others, it means that juridically it doesn't exist for them. So, how could it attend the Olympics?

But in the middle of the conference, I don't tell anyone about my
Addition that says that strawberry jelly is also banned. How is that fair? It's not. It's one nation making rules for an entire DEMOCRATIC region, and expecting not telling them about it would be fine.

International recognition does not depend on one single country.
We are talking about the majority, if not the entirety, of the International Community, which did not recognize the new Regornian regime.

But how, since no country recognized it, and a bill is being discusses in the Council which even defines Imabistan/Regornia as a "failed State" and promote and international intervention against it?

The only possible move could be to wait until the law is approved or dismissed. Then waiting for eventual international recognition.

Isn't Regornia under a state of civil war with Texania? If so, then neither Regornia nor Texania are able to participate.

What rule says this? None. No matter how you like it. Regornia still functions as a nation. It being not allowed to participate is against the rules. Regornia will be participating.
