WA Environmental Protection Alliance
This thread is being put to use to archive all proposals that pass the WEPA Council. Please do NOT post in here unless you are a Founder. (At this time, Scouting)

The Advanced Energy Trading Act (3/29/2015)
THE ADVANCED ENERGY TRADING ACT
Proposed by: Ebsotz
Amendment I: Trade throughout the WEPA in the energy sector shall be increased by at least 25%. Thus, also efforts to the economy shall be worked on. Sectors in renewable energy also shall be worked on.
Amendment II: In the WEPA, each nation shall have a green primary alternative energy source. [Ex. Ebsotz's Green Alternative Energy source is Solar Power.] If you wish, you can do some research on the internet, but do your best so that the energy source "fits" your nation.
Amendment III: If ones nations GAE (Green Alternative Energy) is wind, off-shore wind farms shall be influenced & encouraged. (I am using this as an example.
Amendment IV: If ones nations GAE is solar powered, solar-panels shall be planted in buildings of the leaders choice.
Amendment V: If ones GAE is hydroelectrics, dams can be built regularly, but thus, not causing any havoc to the environment.
Amendment to WEPA Rules (12/31/2014)

The United States of Scouting proposes an amendment to the rules of WEPA.
"If a regulation is passed, all members of the WEPA must follow the regulation."
To be amended to:
"If a regulation is passed, the regulation must be brought before each nation's national legislature for review and to be voted on. Each nation is recommended to push for approval, but approval is not required. If needed, each nation may alter the original regulation to fit the nation's needs."

WEPA Virgin Paper Tax Increase (1/30/2015)

"All WEPA Nations will endure a 50% tax increase on the cost of regular or "Virgin" paper, which is considered to be any paper produced with 20% or under of recycled material."

WEPA Nuclear Safety Regulation Act (2/25/2015)

WEPA Nuclear Safety Regulation Act:
- Continuously, resident inspectors must monitor the nuclear facilities in accordance with the basic inspection program.
- Periodically, national inspection specialists must conduct inspections of each plant in their region. The results must be compared with WEPA specialists.
- Semiannually, the WEPA formulates a schedule of specialist inspections for assessing plant performance for the following year. They factor into their schedule plant performance for the previous year so that inspection resources are focused on plants with declining performance.
- As needed, the regional inspectors must conduct special inspections of those plants at which the results from the national and WEPA inspections did not match.
- The WEPA specialist inspections are financed by the WEPA member states with an equal ratio.

WEPA Nuclear Modernization Act:
- Nations can request support from WEPA members for modernizing old nuclear facilities.
- A WEPA specialist team will determine if the said nuclear facility is in need of immediate modernizing.
- A nation with a nuclear facility that is in immediate need of modernizing or is in otherwise dangerous condition can request financial and technological aid from other WEPA member states.
- Technology obtained through other WEPA member states can not be handed to non-member states without permission of the developer nation.
- The finances regarding the modernizing and technology must be brokered through and overwatched by the WEPA.

WEPA Land Ownership Rule (9/14/2015)

Land owned is strictly for the environmental preservation of said land. No citizenship will be granted and access of the land is only for citizens of WEPA member nations. There will be a small number of cities in preserved land, mostly for the citizens of each nation to have a place to stay, eat, and organize tours of the preserved land. Each WEPA Member Nation may own one city. Each city will be governed by the laws of the owner nation, and once outside of the city limits is subject to international law. 90% of the revenue in each city may be kept by the owner nation, where 10% will be taxed and provided to WEPA, to perform any maintenance, upkeep, or construction on the preservation.
NOTE: This was a rule implemented by Scouting and was not voted on under the clause:

WEPA Claims Land Ownership from Trinity_Sector (9/13/2015)

Citing the request of the Trinity Sector Government below, I would hereby like to request that the Trinity Sector's land be declared a Wildlife Protection Zone and be placed into the legal ownership of the World Alliance Environmental Protection Alliance.

First Annual Environmental Conference (12/16/2015)

Note: This proposal was not passed through the WEPA, this proposal was passed via the World Alliance Security Council.

Following the original proposal for a Climate Change Conference by Scottlands, we have taken some items brought up by Scottlands into consideration and have made revisions deemed appropriate by the Scouting Government and WEPA President.
The purpose of this proposal is to convene the World Alliance Security Council for the purposes of addressing environmental issues annually.
The World Alliance Security Council,
CONVINCED there are many environmental issues out there beyond simply the concern of climate change.
RECOGNIZING the discussion of these topics is a matter of International Security, thus deeming it worthy of discussion by the World Alliance Security Council.
RECOGNIZING each nation faces its own environmental challenges, as such each WASC member nation may be allowed to add one item to the agenda, any additional items will be approved by selection of the President upon request of the WASC member nations.
NOTING the passage of this proposal shall only grant the first conference to be convened. After such, each year this conference shall be re-convened based on a vote from the WASC to renew this resolution.
FURTHER NOTING upon renewal, the WASC may opt to renew for multiple years in a row as this first conference is simply a trial run.
URGES that this conference take place in Moscow at the World Alliance Security Council chambers for security measures and tradition.
BELIEVING this is a major step towards a more environmental friendly World Alliance.
Should this resolution pass, immediately following its passage, members may use this thread to post their requested agenda items for a period of seven days. Additionally, the conference shall convene on January 1, 2016 and last until January 7, 2016
