(WEPA) WA Environmental Protection Alliance

Founded after the first known environmental disaster of the World Alliance Region, our purpose is to raise environmental awareness and prevent future disasters.


Our mission as the Environmental Protection Alliance is to ensure that nations within the World Alliance region are environmentally responsible. We want to make all of the governments aware of the dangers facing us. Our lifetime goal is to have all nations within WA to join the WEPA and see the WA become the most environmentally responsible region in the world.


Membership is open to all that are willing to join the cause. Membership must be reviewed and approved by any WEPA Council Members. When you apply for membership, you agree to abide by any passed safety regulations, or any other EPA regulations passed. When joining, you understand that this alliance is not a militarized or economical alliance. We are a peaceful, and strictly environmental alliance. Membership grants you the right to voice your opinion in WEPA thread(s), HOWEVER does NOT grant you voting privileges unless your membership is upgraded to a council position. Should a member nation opt to resign, they must not re-apply for membership for a minimum of two weeks.


The ranks of membership are as follows:

• Founder (Holds Council Position)
  
• Councilman (Granted Voting Privileges)
  
• Environmental Specialist (Member's input is granted special notice)

The Founder of the WEPA is the nation of Scouting. The Founder reserves the right to VETO any proposed regulation. The council may put forth the same regulation a week later, HOWEVER all councilmen must vote in favor for the regulation to pass. An additional Founder may be added or removed at the discretion of the nation of Scouting. No more than 2 Founders may exist at anytime.


The Councilmen of WEPA are entitled to propose regulations and issue their votes in favor or against regulations proposed. The councilmen are allowed to propose that a new councilman be added at anytime, so long at the proposed nation holds membership within the WEPA at the time of proposal. Should the motion be made, 80% of the councilmen must vote in favor. Should the vote fail, a revote for the nation proposed may be held 7 days later. Council seats will be maxed out at 7 for the time being.


Environmental Specialists are member nations who have shown an advanced level of knowledge in the field of Environmental Protection. These nations aren't part of the Council, although their input is taken into more consideration than a regular member nation. Member nations are NOT required to achieve this rank to be nominated for a Council position.


Regulations may be proposed at anytime by the Council. A regulation is a specification on how a certain industry or issue is handled. In order to pass, a regulation must have 80% of the vote in favor. If a regulation is passed, the regulation must be brought before each nation's national legislature for review and to be voted on. Each nation is recommended to push for approval, but approval is not required. If needed, each nation may alter the original regulation to fit the nation's needs. In effort to retain membership, any member nation opposed to the regulation may petition it, so that the council may hear their concerns on the regulation. If the Council agrees, they may vote to repeal the regulation. In order to repeal a regulation, 80% must vote in favor.

Land owned is strictly for the environmental preservation of said land. No citizenship will be granted and access of the land is only for citizens of WEPA member nations. There will be a small number of cities in preserved land, mostly for the citizens of each nation to have a place to stay, eat, and organize tours of the preserved land. Each WEPA Member Nation may own one city. Each city will be governed by the laws of the owner nation, and once outside of the city limits is subject to international law. 90% of the revenue in each city may be kept by the owner nation, where 10% will be taxed and provided to WEPA, to perform any maintenance, upkeep, or construction on the preservation.


The information posted above may be subject to change at anytime by the Founder, Scouting. Although unlikely to change, we reserve the right to reform this alliance when deemed necessary.

The United Kingdoms of Apepistan would like to join. We wish to volunteer to be a council member, to show an example to the world that a heavily industrialized nation can turn its environmental policies around.

One other thing first, though. In the United Kingdoms of Apepistan, the United Council of War has veto right in legislation if they deem that the new act or law will heavily hinder the military directly or indirectly. A recent legislation in the United Kingdoms had to be modified because of its effect on the arms manufacturing and military supply industry. This has almost never been abused, as corruption is highly punished in Apepistan. If the WA Environmental Protection Alliance accepts this, we're eager to join.

Council is capped at 7 members currently, although I do agree, we don't need anymore council members for the time being, should we choose to vote in New Rhodinia. I will open the floor for Voting tomorrow.

His Majesty of the Cabinet has officially announced that Ebsotz shall join to the Alliance. We have offered to help Apepistan with is Red Mud Disaster, and we hope to help make the world a cleaner place!

Law II has been signed: An off-the-chart tax has been put inn factories, making the Empire shutdown 45% of its factories.
