Incase we are on the same topic, automobile industry in Ebsotz has been increasing rapidly. Don't be alarmed. All of our assembling machines are either electric, solar (the most common), and on rare occasions biofuel. By the way, Ebsotz is also known as the Solar-Powered Capital of the World. We use the most solar power of any other nation.
We use Bioalcohol and Biodiesel, but use of all biofuels have gone significantly down, and nuclear and of course, solar power, are taking place.
Re: (WEPA) WA Environmental Protection Alliance
Ah. We suggest the use of Bioethers, which is relatively inexpensive and easy to make, but it does not do well for long-distance travelling, should the use of biofuel in your country continues.Ebsotz wrote:Lonbonia wrote:We would like to congratulate Ebsotz, however, we would like to ask, which type of biofuel do you use?Ebsotz wrote:Ebsotz is in dear favor.

We should give incentives to companies promoting environment friendly programs. This will lessen burden on governments but good to all people.

Re: (WEPA) WA Environmental Protection Alliance
As a member, how do I get promoted? I want to get more an more involved because my government recently has put another 15.6 billion dollars in the environment. We hope we can help.

So the proposal states:
"All WEPA Nations will endure a 50% tax increase on the cost of regular or "Virgin" paper, which is considered to be any paper produced with 20% or under of recycled material."
This Proposal is open for debate for 3 days.
The Proposal is open for voting for the next 48 hours.
OOC: Apologies for the delay, got side-tracked with all of the new WASC stuff going on.

Simply petition to become a council member and the Council will hear you out and vote on it, if you're gunning for a Council position.
OOC: Give me the "Green Army" and all of your dreams shall come true.

I would like to ask.
Is it still permitted to have emissions trading?

It hasn't been prohibited.

The United Kingdoms of Apepistan approve the 'Virgin paper tax'.

oh sorry. Please consider my opinion. Many people will lose jobs if you will implement this. Because business will complain about rising taxes.

With 3 votes in Favor, none Against, and no abstentions, the "Virgin Paper Tax" is passed. Please forward this legislation onward to your local governments for approval, if your nation operates in such manner. Please post your individual nations results here for research purposes.

UnitedStatesOfScouting wrote:Apepistan wrote:In sight of the recent events in Russia, the United Kingdoms of Apepistan propose that the WEPA carries out regular checks on the nuclear facilities of member states.
This would be separately from the national checks, so the results of the two could be compared, giving a higher chance of detecting error. For this purpose, the WEPA would create a specialist team of experts from the WEPA member states. Finances would be divided accordingly to the number of nuclear facilities checked by the WEPA per nation.
The United Kingdoms of Apepistan would also be willing to provide aid to nations who need to modernize their nuclear facilities, both financially and technologically; if the facility is deemed dangerous because of outdated technology.
Following the overwhelming approval of the proposal, we see no further discussion is needed and Scouting is officially forwarding this to be drafted up into law format. Please use these suggestions as guidelines when drafting up the law. I'd go ahead and simply approve this, though it's not in a proper format. We need to define what checks will occur, how often, how many people on the team, etc. I suggest that Apepistan write the law, as they're the suggesting party.
As this had major support at the time and was never put into a proper proposal language, this is now up for re-discussion and for Apepistan to write it in proper language so that we may vote on it. Open for discussion and amendments for 2 days.

Here is our proposal for the WEPA Nuclear Safety Regulation Act and the WEPA Nuclear Modernization Act. Any further suggestions, ideas and constructive criticism are welcome.
WEPA Nuclear Safety Regulation Act:
- Continuously, resident inspectors must monitor the nuclear facilities in accordance with the basic inspection program.
- Periodically, national inspection specialists must conduct inspections of each plant in their region. The results must be compared with WEPA specialists.
- Semiannually, the WEPA formulates a schedule of specialist inspections for assessing plant performance for the following year. They factor into their schedule plant performance for the previous year so that inspection resources are focused on plants with declining performance.
- As needed, the regional inspectors must conduct special inspections of those plants at which the results from the national and WEPA inspections did not match.
- The WEPA specialist inspections are financed by the WEPA member states with an equal ratio.
WEPA Nuclear Modernization Act:
- Nations can request support from WEPA members for modernizing old nuclear facilities.
- A WEPA specialist team will determine if the said nuclear facility is in need of immediate modernizing.
- A nation with a nuclear facility that is in immediate need of modernizing or is in otherwise dangerous condition can request financial and technological aid from other WEPA member states.
- Technology obtained through other WEPA member states can not be handed to non-member states without permission of the developer nation.
- Financial aids must be done with zero interest, either an amount with no duty to repay; with a long term, 0% interest loan; or with the mixture of both.

This must be struck down. It is up to the donor state and the receiving state to negotiate on the interest, if any. As imposing this is a clear violation of a state's sovereignty.

I'd have to concur, besides, why would anyone load money without interest, unless they're in a full alliance?
Re: (WEPA) WA Environmental Protection Alliance
The only thing I had in mind when formulating that point was to keep the WEPA from turning into a dealership of environmental and energy technology. If the rest of the WEPA disagrees, I have no objections of taking that passage out.

Then perhaps we can set a cap? Regardless, I don't think it should be 0%, I think it could have a maximum value though.

Maybe that would be the solution. The WEPA would broker the deal, thus achieving transparency and fairness.

Much workable and acceptable. But putting a cap as well is tantamount to the effect that made us decide to oppose the provision on the proposal.

I'm personally not opposed to either a cap or no limitations. I want to know what the rest of the member nations and councilmembers think.
