Re: (WEPA) WA Environmental Protection Alliance
Here is the reworked proposal; the only changed point is the finances of the WEPA Nuclear Modernization Act.
Apepistan wrote:
WEPA Nuclear Safety Regulation Act:
- Continuously, resident inspectors must monitor the nuclear facilities in accordance with the basic inspection program.
- Periodically, national inspection specialists must conduct inspections of each plant in their region. The results must be compared with WEPA specialists.
- Semiannually, the WEPA formulates a schedule of specialist inspections for assessing plant performance for the following year. They factor into their schedule plant performance for the previous year so that inspection resources are focused on plants with declining performance.
- As needed, the regional inspectors must conduct special inspections of those plants at which the results from the national and WEPA inspections did not match.
- The WEPA specialist inspections are financed by the WEPA member states with an equal ratio.
WEPA Nuclear Modernization Act:
- Nations can request support from WEPA members for modernizing old nuclear facilities.
- A WEPA specialist team will determine if the said nuclear facility is in need of immediate modernizing.
- A nation with a nuclear facility that is in immediate need of modernizing or is in otherwise dangerous condition can request financial and technological aid from other WEPA member states.
- Technology obtained through other WEPA member states can not be handed to non-member states without permission of the developer nation.
- The finances regarding the modernizing and technology must be brokered through and overwatched by the WEPA.

Eurussia expresses support to these two proposals. And if they ever get passed, we will work with our Parliament and local governments to formulate equivalent laws.

Scouting recognizes the withdraw of Xolox's membership. We're unhappy that a completely un-related issue may have lead to this decision. Perhaps the Loxan government will review their decision in the future.

WEPA Nuclear Safety Regulation Act: FAVOR
WEPA Nuclear Modernization Act: FAVOR
New Rhodinia does not rely too heavily on nuclear energy so the Modernization Act does not apply to us, but we will do our part in assisting other nations with theirs.

Since all council members have voted in favor for both proposals, the
WEPA Nuclear Modernization Act and the WEPA Nuclear Safety Regulation Act have passed.
Please direct the new acts to the national legislation process.

I believe that Lonbonia is one of the most environmentally aware nations in the World Alliance. I'd gladly see them in the Council. The United Kingdoms of Apepistan hereby endorse Lonbonia.

Re: (WEPA) WA Environmental Protection Alliance
New Rhodinia abstains. I'm all for Lonbonia actually getting the seat, but we haven't seen them post in any World Alliance forum for quite some time. I just don't want to be giving the seat to a ghost.

Hmm, his last login appears to be 3 days ago. Therefore, I change my vote to an abstention. Perhaps we can vote for him at a later time.
Re: (WEPA) WA Environmental Protection Alliance
I propose a new act, if I can.
Amendment I: Trade throughout the World Alliance in the energy sector shall be increased by at least 25%. Thus, also efforts to the economy shall be worked on.
Amendment II: In the WEPA, each nation shall have a primary alternative energy source. [Ex. Ebsotz's Alternative Energy source is Solar Power.] If you wish, you can do some research on the internet, but do your best so that the energy source "fits" your nation.
Amendment III: If ones nations PAE (Primary Alternative Energy) is wind, off-shore wind farms shall be influenced & encouraged.
Amendment IV: If ones nations PAE is solar powered, solar-panels shall be planted in buildings of the leaders choice.
Amendment V: When ones leader is traveling to another nation's for discussion, vacation, etc., all coal and/or oil factories (or anything coal/oil powered in this case) shall be shutoff for the length of the talks.
Do you approve?

Amendment I: This particular amendment is demanding of the entire World Alliance. Did you mean the WEPA or did you intend for this to be a global proposal?
Amendment II: "Primary alternative"? I suggest this be refined into "greener alternative".
Amendment III: Wind power as a primary energy source requires wind farms so this is pretty much irrelevant.
Amendment IV: Again, solar power needs solar panels in order to work. Leaders also shouldn't have complete control over where they land; depending on what the nation's government is, they should work to try and implement these constructions.
Amendment V: We're against this point. Green sources of energy are better, but we shouldn't jeopardize a nation's economy because of it. Those with more fortunate and environmentally-friendly energy sources shouldn't have complete authority over the energy sources of those that don't.

We agree with Amendment I., II..
We don't see the reason behind Amendment III. and IV.
We disagree with Amendment V.
