Regular membership is approved by myself. I don't believe there is a need for discussion on your petition for a council seat, therefore I am setting in motion a vote to accept your petition to become a council member.
Scouting is in Favor of council membership for Eurussia.
The voting period shall last 2 days or until all council members have voted.

As a council member, New Rhodinia will also be monitoring the developments in Russia and will have cleanup crews on standby in case something goes awry.

Thank you. The Scouting's government was awaiting confirmation from the Russian government for the request of assistance before bringing it to the WEPA.

This would be separately from the national checks, so the results of the two could be compared, giving a higher chance of detecting error. Finances would be divided accordingly to the number of nuclear facilities checked by the WEPA per nation.

Following the Russian government's official statement for requesting the scouting government's help, that the WEPA members prepare a team of environmental disaster investigators to be deployed tomorrow in the Empire Of Russia. The scouting government will lead the investigation and all assisting forces will report to the scouting government. When we dispatch our teams we will announce it officially in the news.

The Russian Legislature was considering a bill of this nature. Where all nuclear facilities would have to be checked atleast every 6 months. But for nuclear power plants built during the Soviet era due to poor manufacturing they would have to be checked every 3 months. So we can agree with this.

I believe the discussion phase is over. We would not like such an important matter to simply slip out of our sight. Overall 2 founders (Scouting, Apepistan) and 1 councilman (Eurussia) voted in favor, and 1 member voiced approval for it (Russia). Two councilmen, Xolox and New Rhodinia, have not voted at all. Does this mean the proposal has failed, or should we inform the two other councilmen to cast their votes?

Following the overwhelming approval of the proposal, we see no further discussion is needed and Scouting is officially forwarding this to be drafted up into law format. Please use these suggestions as guidelines when drafting up the law. I'd go ahead and simply approve this, though it's not in a proper format. We need to define what checks will occur, how often, how many people on the team, etc. I suggest that Apepistan write the law, as they're the suggesting party.

Scouting is opening a discussion topic on the possibility of implementing a regulation in regards to book producing. To increase recycling awareness and improve the environment, we suggest that all book producers use post-consumer recycled material. Either that or start a government funded campaign to encourage the use of post-consumer recycled material.
