It's a status granted to non-members to allow them to participate in conversations and events, while not actually joining the Alliance.

We would have been applied into a full membership and even a Council Member State to share our expertise in environmental policies, if only not for the organization's policy of mandatory enforcement of all its regulations to all its member states which we view will be blatant violation of our sovereignty to craft state laws for our nation.
If it could be revised into a mechanism wherein every regulation passed by the organization would have to be converted first into domestic laws via national legislatures, Eurussia will reconsider its participation to the organization.

The United Kingdoms of Apepistan have simply clarified this before joining. The WEPA had to objections to this so we believe it's fine if a WEPA regulation must pass national legislature first. Stating this as your terms of joining is sufficient.

"If a regulation is passed, all members of the WEPA must follow the regulation."
To be amended to:
"If a regulation is passed, the regulation must be brought before each nation's national legislature for review and to be voted on. Each nation is recommended to push for approval, but approval is not required. If needed, each nation may alter the original regulation to fit the nation's needs."

As an observer, Eurussia supports this proposal which will pave the way for our full membership to the WEPA.

I've sent a campaign letter to 14 non-members of WEPA in an effort to recruit them into the alliance. I copied the letter to Xolox and Apepistan. If anyone else wants to review the letter, feel free to shoot me a telegram.
