The Scouting Government has reviewed your case and we have found the following:

1) You have no authority to revoke a construction permit.
2) The Corinthos government brought the original findings to the WEPA without any inquiries originating from WEPA.
3) Corinthos swiftly handled the issue internally.
4) We issued a ban on any activity causing significant harm to the environment.
5) Scouting shares the sane concerns of Eurussia in regards to loopholes in the rules regarding land ownership.
6) We believe an independent investigation should be carried out.
7) Corinthos was more than cooperative and hacked the issue seriously, therefore we believe Corinthos should retain its construction permits.

If Corinthos lost their permit, we believe Eurussia should lost theirs as well until the investigation is complete, therefore we will keep both parties' permits active during the investigation.

A question for the Eurussian government: Who should conduct the investigation?

Eurussia wishes to clarify the following:

1) Eurussia never implied or whatsoever that it has the authority to revoke a construction permit. BUT, Eurussia invokes that as a fellow member of the WEPA Council, the highest and supreme governing authority of the WEPA, that its concerns be heard on the controversy of corruption and fraud involving WEPA and Corinthos.

2) Indeed. However, Eurussia was surprised that the permits for Corinthos were re-issued despite having no conclusive international investigation yet presented before the WEPA Council. This could harm the credibility and reputation of the WEPA itself.

3) The issue with Corinthos and its legal procedures may be internal and be resolved as it may seem. However, the problem for WEPA remains unresolved and that is how such a government-endorsed entity like ETNA CO. from Corinthos was able to perform non-environment friendly activities within the WEPA Trinity Zone.

4) The Ban is only a reactionary measure to the problem. But as with regards to Article No. 3, the issue with WEPA remains unresolved.

5) Thank you.

6) Eurussia has been suggesting this for the WEPA Council to carry out to prevent another controversy involving fraud and corruption.

7) Eurussia believes that the construction involving the Republic of Corinthos remain suspended until the conclusion of the international investigation. On the other hand, Eurussia rejects the notion of Scouting that its permits shall be suspended too as Eurussian companies are not involved in corruption and fraud and are in no way linked to the Corinthos-WEPA Fraud controversy.

Thanks to our quick actions, ETNA CO was not able to perform any "non-environment friendly activities within the WEPA Trinity Zone". They have tried to sneak mining equipment into the zone, which, the Corinthian controls have exposed, and such, the company was banned after hearing them out in a court case. No damage to the environment was made.

The Republic of Corinthos is still open to our proposal that WEPA officers overwatch every bolt and brick that we import, if that makes Eurussia calm. We honestly see no reason for this ban.
Let us get this clear: are we getting punished for rooting out corruption, and being open about it? Yes or no?

The Irish Government was given news today that there has been a shortfall of production of oil. In an Emergency Vote the Irish Parliament voted to add a higher tax on oil and cars in hopes of getting more cars off the road. They also voted to add more funding to the Public Transportation Office to encourage more people to use public transportation rather than private. We hope that this will be an environmentally and economically sound way to get out of this energy crisis.

As of the moment, the Eurussian Environment Agency nor the Ministry of Affairs has issued any comment on the accusations of Save the World but nevertheless, if proven true, could stir up international attention towards Moscow with regards to its involvement in the WEPA Trinity Conservation Zone Project. The alleged leaked document also shows that Eurussia is also mulling the possibility of building a nuclear power plant on its controlled areas which although very much expensive than the natural gas power plant, will attract only little attention as nuclear power is considered a clean source of energy. But such plan could still be opposed by anti-nuclear energy movements which will be handled by Moscow through its heavy handed diplomacy to overcome opposition according to the document. Nonetheless, the Eurussian Government has yet to confirm or deny the allegations.

We request the response of the Eurussian government on these accusations.

As per your request:

Following an Inquiry made by Great Eurussia, a council member of WEPA, our office has opted to issue a press release. This is in regards to the baseless accusations made by the "People's Association of Economic Prosperity" which were published by Irish journalists earlier this week.

The World Alliance Environmental Protection Alliance exists to promote environmental responsibility. We promote conservation and preservation of land, common recycling programs, safety in the energy industry, and many other environmentally related issues. Please turn your attention to this portion of our bylaws:

Regulations may be proposed at anytime by the Council. A regulation is a specification on how a certain industry or issue is handled. In order to pass, a regulation must have 80% of the vote in favor. If a regulation is passed, the regulation must be brought before each nation's national legislature for review and to be voted on. Each nation is recommended to push for approval, but approval is not required. If needed, each nation may alter the original regulation to fit the nation's needs. In effort to retain membership, any member nation opposed to the regulation may petition it, so that the council may hear their concerns on the regulation. If the Council agrees, they may vote to repeal the regulation. In order to repeal a regulation, 80% must vote in favor."

The bolded portion of the quoted bylaw shows we carry out our purpose. We require any legislation passed by WEPA to be presented to member nations, and we even allow alterations to be made to better fit each nation's requirements or needs. At the end of the day, it's still up to the member nation whether or not to participate in the practices and legislation we promote.

The second point we wish to make is five-hundred billion euros is a drop in the bucket in comparison to Ireland's annual GDP of six-hundred forty four trillion euros. it's not to say that would be an immense amount for an individual, but as for a country, that's rather insignificant. We are also pretty confused as to why an Irish journalist listed the losses in dollar amounts when their national currency is the euro. Additionally, after a reviewal of the international and independent graphs showing a ranking of each nation's economy, Ireland still shows as one of the best economies in the region to this day! At this point, we would not be surprised if this article is a satire piece.

We are still confused as to where WEPA comes into this or even the environment. The People's Association of Economic Prosperity have claimed that the environment is being harmfully prioritized over the economy, though they have yet to present any supporting evidence.

We recommend Ireland hires economic advisers to their government body. Furthermore, we encourage any policy or legislation WEPA approves is found to be harmful to one's country to be altered in such a way the issue is resolved or to shoot down the proposal in your legislative bodies.

Let me re-iterate, WEPA is strictly here to promote environmental responsibility, proposal legislation positively impacting the environment, and general environmental education. We have no direct effect into member nations' politics.
